Gretna City Hall, built in 1907 to serve as the Jefferson Parish courthouse, is in need of critical repairs that the mayor and council members say will have to be made within the next few years.
On a recent walkthrough, she said, an official from the state Office of Facility Planning and Control looked at the council chamber’s variable air damper and said he had never seen one that old before.With many parts of the system dating back to the 1960s, the piecemeal approach to upkeep is expensive, and each solution is likely to create another problem. “You start fooling with these panels, they have carbon streaks, rust, corrosion … and before you know it, you destroy something else,” Folse said. He told the council there is evidence that pigeons are coming in and out of the building on the third floor. New District 4 Councilman Jackie Berthelot called the building’s condition “deplorable.”

OTTAWA — An Ottawa man will serve five days in jail for bashing a gull to death because it was stealing the seed he meant for pigeons in the ByWard Market last summer.
Keith Watt, 59, was sentenced Thursday in an Ottawa courtroom on a charge of causing distress to an animal.
Watt beat the bird on Aug. 27, 2013. It died of its injuries two days later.
“Violence against animals is not acceptable, no matter what the animal,” Bruce Roney, executive director of the Ottawa Humane Society, said in a statement. “This bird really suffered before dying from its injuries. We’re pleased the justice system has acknowledged that this act of animal cruelty is unacceptable to our community.”
According the Humane Society report of the case, Watt was feeding pigeons in the Market and got mad when gulls arrived and began to eat the food, too. One gull got close enough that Watt was able to grab it. The gull bit him.
Watt “responded by swinging the gull with what appeared to be full force against a brick wall.” He then tossed the badly injured bird over a nearby fence.
A witness reported the incident and the gull was taken to the Wild Bird Care Centre, where it died.
Watt was charged under the Ontario SPCA Act.
He was also put on probation for two years and is banned from owning an animal for five years. He must also pay the Humane Society’s court costs.

Is downtown Glenwood going to the birds?
Not if downtown businesses help pay half of a contract to exterminate the large number of pigeons that have made their homes in downtown buildings.
Glenwood City Commissioners last week reacted to complaints about the growing number of pigeons living downtown and approved a motion to pay half of the cost of a licensed exterminator, if downtown businesses would pay the other half.
The total cost of an exterminator is about $3,000, so downtown businesses will be asked to come up with about $1,500. The commission directed city staff to write a letter seeking donations from downtown businesses.
The birds are becoming more of a nuisance in the area each year and city officials and police officers have been getting numerous complaints about the issue, according to Glenwood Police Chief Dale Danter.
Danter said he has spent a considerable amount of time researching options the city could pursue to reduce the pigeon population. “The only real option is to hire a licensed exterminator,” he told commissioners. He added that he did research the viability of shooting some of the birds or trapping them, but recommended hiring the exterminator.
“Shooting has become very complicated and it really isn’t a viable option for the city at this time,” he added. “And trapping [the birds] is very labor intensive and would require a lot of time by city workers and police officers.
Commissioner Sherri Kazda said she was in favor of paying half the cost, but said the city should not enter any contract until the money is raised.
“It’s unfortunate that we even have to do this,” she said.

Birds are lovely creatures, some species more than others. Birds can also be a costly nuisance if they are congregating on your roof or in your yard.
Pigeon droppings are highly acidic and in large enough quantities can damage your roof or the finish of your car over time. They are also unsightly and can smell, particularly in the summer heat. It’s important to take action if pigeons have begun to make your home theirs. They are gregarious birds and congregate in large flocks.
Pigeons may be using your home or property for landing, feeding, nesting, or all three. A comprehensive strategy will make these unattractive options for these birds.
The first step is to eliminate or control all food sources that may be attracting the birds. Any open food source such as seeds from a songbird feeder, open trash cans or the like will be drawing them to your yard. You may even need to eliminate certain plants or shrubs that are providing dinner to the pigeons, particularly ones that produce edible seeds or berries.

Make landing and perching difficult or uncomfortable to minimize pigeon visits. A reputable pest control company can advise you on the appropriate methods for your home, but these may include physical deterrents, such as bird spikes or netting, or electric shock systems that can be installed on ledges or rooflines.
The same theory applies to eliminating access to any possible nesting sites such as gutters, ledges, window air conditioners or chimney pots. All these access points need to be sealed or blocked to prevent pigeons from setting up house. If you make your home and property unattractive and inaccessible pigeon flocks will look elsewhere.

Samsung have decided to try and improve on London’s internet access in public squares and parks by utilising the pigeons in the area. Donning micro-router packs, the London pigeons will create mobile Wi-Fi in the area. They’re super lightweight, water resistant and will not impede the pigeon’s flight at all.
The Senior Pigeon Engineer at Samsung further added: “Pigeons have a natural inbuilt GPS function called ‘homing’ and have hollow bones so they are natural conductors of electricity so can recharge the routers when they sit on telegraph wires. They are also non-migratory so we won’t lose signal in the winter.”
Samsung Fli-Fy is set to roll out across the UK should the scheme be successful. An app will be available on Google Play and Samsung Apps to help users check their connectivity.

The low score the restaurant had been given was clearly a nonsense. I’ve been in there and you could eat your dinner off the floor. It also has a legion of fans, who leapt, like a cartoon dog at a plate of sausages, to the defence of said establishment, many of them completely failing to grasp that this newspaper doesn’t carry out inspections. Inspectors do.
And they carry out inspections on everybody, and we print them, because that’s the point of inspections. Surely there’s no point in doing them if they are then kept secret? Indeed, in South Wales it is compulsory for restaurants to stick a sign up stating their rating. But I do have a lot of sympathy for anyone who, in their daily life, has to deal with government inspectors. These are beings who, no doubt overloaded with work, do things literally by the book. Which means that if you have checked your raw meat’s internal temperature every two hours for six months but haven’t written it down somewhere, then they’re going to string you up, but if you haven’t checked it but have made up some numbers, you’re fine.
And if you are having a new extractor fan fitted when the inspector calls, but haven’t shut down your business for a fortnight to do it, then you might as well be serving botulism in a bun, with a side order of salmonella.
Did you know that schools are so petrified of Ofsted marking them down that they now carry out secret “mocksted” examinations? Where former Ofsted inspectors and teachers are employed at considerable expense to descend upon schools to see how unprepared teachers will perform under pressure?

Ned Corbett-Winder, 29, said his small business now cannot afford to use the regular parcel service and is now testing the new animal-based technique to save money.The owner of NotAnotherBill.com said he is standing up for the little guys and is not willing to pay the hiked prices.
He said: “Businesses like mine rely on Royal Mail and we’re at the mercy of these price hikes.
“The latest price increase will cost my business around £2,500 over the course of a year which for a small business is a huge amount of money.
“Government is supposed to be supporting small businesses but this move flies in the face of that support and I fear that with the privatisation of the Royal Mail price increases like this are going to become a regular occurrence.”
New Royal Mail prices came in to effect on Monday.
First class stamps increased by 2p to 62p and second class now start at 53p rather than 50p.
In 2012, a first class stamp cost 46p, a third less than what it is now.
Ned has taken on his new pigeon delivery service by setting up a flying route from his home in Acton, west London to a destination 59 miles away in Oxford.
The homing birds, which were used largely throughout the first and second world war, have been used throughout history to transport messages.

He is now testing if the pigeons would really be reliable enough to deliver letters on a regular basis.Ned said: “People always joke that if their parcel is late it would have been quicker sending it by carrier pigeon. Well I’m testing the theory out.”

They could carry parcels up to 75g with the journey taking just over an hour to get there with the birds flying over 50mph.
After Royal Mail was sold in October last year, many are saying the organisation was undervalued and taxpayers have not received enough in return.

Shocking news: The pigeon, is taking over.
If you do not believe me, just look at the figures from last week’s RSPB’s Big Garden Birdwatch survey.
In the past 35 years, sightings of pigeons in our gardens has increased sevenfold, or a horrible 743 per cent, while robins have reduced their cheeky, inquisitive appearances by 45 per cent.

I suppose there’s someone who welcomes a pigeon into their garden. Probably the same person who feeds them in Trafalgar Square before retiring out of range. But the truth is, pigeons are stupid, irritating, destructive and ugly..
I no longer have a vegetable garden. My pigeon problem is closer to home.
Last year, the pigeons were on the winning side in this eternal battle. Now I know why. According to the RSPB, there are 5,400,000 breeding pairs of wood pigeons in the UK.
Worse still for us pigeon non-fanciers, they are quite capable of having several families, with two or three eggs per nest, in the course of the year, particularly when the weather is mild.

I didn’t always dislike them. In my childhood, I used to go out in the field and woods with my brothers who were shooting pigeons, and felt quite sad when they downed one.
I was fond, too, of reading stories about brave carrier pigeons that were such heroes in both World Wars. Even this year I was moved by the story of a World War I pigeon named Cher Ami that delivered his message despite being gravely wounded.
He was patched up and given a wooden leg, but died a year later — when it was discovered he was actually a hen, so should have been called Chere Amie.
In the summer I only have to take a deckchair and sit under a tree in a quiet corner of the garden for a pigeon or two to arrive over my head, clattering and banging among the leaves before embarking on a frantic cooing routine, which sounds more like a pneumatic drill.
The saddest thing about this rant is that I really do love birds. I would be prepared to love pigeons if there weren’t so many of them and they didn’t invade my garden.
The only place I am able to admire pigeons nowadays is in Chinese paintings whose artists somehow manage to turn their annoying plumpness into stateliness. They are often paired with peonies or flowering cherry trees, which they inhabit with a proprietorial air, little round eyes gleaming complacently.

A TONNE of food must be destroyed — because it was being packaged in a warehouse infested with pigeons.
Bolton Council applied for a food condemnation order at Bolton Magistrates Court after environmental health officials found the food and packaging belonging to Barkat Food Store Bolton Ltd covered with pigeon droppings, which they said caused “substantial contamination of food”.
Catherine Waudby, on behalf of Bolton Council, told District Judge James Prowse that the contamination, which is a danger to public health, had come to light on March 5 during a routine environmental health inspection at a warehouse The premises were supposed to be used for storage, but inspectors found Asian dried foodstuffs, such as rice, popcorn, nuts and spices, being packaged there, with droppings on the food and plastic wrappings and no hand washing facilities available.
The tonne of food was seized and yesterday (TUE), at Bolton Magistrates Court, the judge ordered it be dyed and disposed of in bins.
A Bolton Council spokesman said: “We take breaches of food hygiene very seriously and take prompt and decisive action to protect consumers whose health could be put at risk.

The city of North Platte is evaluating how to cope with feral pigeons that call the city home.
City Administrator Jim Hawks said that during the budget process for the 2013-14 fiscal year, he decided not to opt in to a United States Department of Agriculture program the city has utilized several times. Instead, he asked Police Chief Mike Swain to evaluate the city’s process.
“We did contract with [the USDA], and we felt for the money spent, there wasn’t much of a noticeable difference,” Swain said. “Our hope is we can find another method.”
Thus far, Swain said his department hasn’t found the answer.
“We can’t open a hunting limit and we can’t make it possible for everyone to use their guns. It has to be within our ordinances. Right now, I’m still researching,” he said. “We’re hoping to find something, because the pigeon population certainly isn’t going down.”
In the past, the city and Lincoln County opted in to the USDA’s animal damage control program, which helps counties manage animals that can cause problems — like pigeons, coyotes and beavers.
Solutions are not easy to come by for city

Every time I see many pigeons perched on wires, they are sitting far apart from each other.
The only reason I can think of is that they need space between each other in the event that they have to escape predators fast without hitting one another.
Good theory, but scientists actually have studied the distance between not only pigeons but other birds. They have determined it’s not to make it easier to take flight or land. The birds could easily do that in less space.
Blackbirds on power lines theory is that it’s a self-governing system to prevent conflicts among the birds.
They create some personal space by perching far enough apart that it would take some effort to start a fight with another bird.
Humans do it, too. Think about the last time you stood in line and the person behind you was practically breathing down your neck.
Having your space violated can make you pretty grumpy. And because the person is close, it makes it easy to accidentally on purpose step on their toes.

Over the weekend a couple of peculiar looking pigeons were spotted. Are they parrots? Or are they both? “I have never seen birds with this marking and have not been able to find anything about them online. Or maybe a teenage pigeon got mad at mom and dad and rebelled by Manic Panic-ing her feathers? Or maybe these pigeons are just naturally cooler than the other pigeons? Or maybe someone is breeding parrots with pigeons and one day our streets will be so colorful? Or maybe a human dyed them for an art project.

Safety should come first!
Britain’s shooters must try to shoo away some birds before they can be shot for damaging crops, according to new plans from the Government’s wildlife advisers.
- Those breaking the rules could face six months in jail or a £5,000 fine
At present, if farmers have a problem with pigeons or crows eating wheat or stealing chickens’ eggs, they can decide the best option is to shoot them. They only need to be ‘satisfied’ that scaring or other measures such as netting would be ineffective or impracticable before reaching for the gun.
But officials from the Government’s wildlife advisers Natural England now want to ensure that other methods are tried before farmers shoot.
Under their proposals, it would be a legal requirement for licensed gun owners to take ‘reasonable and appropriate steps’ such as ‘scaring’ to resolve any problem before resorting to firearms.
The new rules are included in a shake-up of the General Licence, which allows licensed gun owners to kill pests such as magpies, crows and rooks.
Simon Clarke, of the British Association of Shooting and Conservation, said: ‘What are we supposed to do – go out in bright shiny clothes, waving our arms and making a lot of noise before shooting? And who is going to wander round fields checking whether every pigeon-shooter has tried to scare away the pest birds before shooting?’
‘For example, many farmers will use gas-guns or scarecrows to deter birds. However, this is often not wholly effective and lethal control will also be necessary. This is appropriate as the farmers are clearly doing everything reasonable and practicable.’

Cryptococcus is a relatively common infection caused by a yeast-like fungus called Cryptococcus neoformans. The fungus is widespread in the environment. Cats, dogs, humans, and other animals can become infected. The condition is much more common in cats than dogs, and is primarily a problem in animals with weak or compromised immune systems.
How Pets Acquire a Cryptococcal Infection
A cryptococcal infection is acquired most commonly by inhaling the infectious spores in bird droppings — in particular, pigeon droppings. The fungus has also been found in soil, fruit, and even in the skin of healthy people. However, the main source of exposure and contamination is pigeon poop.
Pigeons rarely become infected with cryptococcus, because their body temperatures are too high to support the growth of the fungus, which passes through their GI tract and is concentrated in their feces.
If the fungus is deposited where it is protected from sunshine and drying out, it can actually survive in the environment for up to two years. Once your cat inhales the spores, the fungus sets up shop in the upper respiratory tract, typically in the nasal passages or the lungs.
In immunologically healthy animals, the fungus remains isolated and doesn’t create any problems at all. But in cats with suppressed immune systems (for instance, those that are dealing with feline leukemia or FIV), the disease can take hold and spread to other organs, including the brain, eyes, lungs, and the central nervous system. This type of disease progression can result in granulomas, pneumonia, or systemic disease.
Cryptococcal infections are not zoonotic, which means they are not spread between humans and animals. The only way to acquire this illness is through direct exposure to the fungal spores themselves.
Symptoms and Diagnosis
Symptoms of cryptococcus vary depending on the organ systems affected by the fungus. Often, symptoms are systemic and nonspecific, such as diminished appetite, weight loss, or lethargy. Other signs to watch for in your cat or dog are sniffling, sneezing, raspy breathing, or a runny nose. Sometimes infected animals can have hard lumpy swellings over the bridge of the nose, skin lesions on the top of the head, or swollen lymph nodes.
If the fungus has invaded the central nervous system, there can be head tilting, nystagmus (a strange, abnormal back and forth eye movement), the inability to blink due to paralysis of the facial nerves, or loss of coordination, including circling and seizures.
Eye problems are also very common and can include hemorrhage in the retina, as well as inflammatory conditions of the eye like chorioretinitis and anterior uveitis.
Diagnosis of a cryptococcal infection can be done quickly and easily through examination of either discharge from the kitty’s nose or skin lesions. The fungus is usually very easy to spot under a microscope and is easily cultured in the laboratory. There’s also a widely used blood test that identifies the fungus, called the latex agglutination test. If a lump is biopsied, diagnosis is made by microscopic examination of the removed tissue.
Once a definitive diagnosis is made, the cat should also receive a complete workup to determine if there’s an underlying disease that has compromised the immune system. Any underlying conditions must be treated in order to successfully treat the cryptococcal infection.

PIGEONS, bats, wood lice and a cat are living in Borough Corporation’s main administrative building.
On Thursday, some workers signed the register and left the building at around 1 p.m. after a meeting with the union.
Yesterday, Duke said they were told to report for duty, but if there was no improvement at the building, “they could sign and leave”.
That action will continue until staff moves to the Corporation’s new building, he said. “There is no fire alarm in the building, no evacuation plan, no smoke detector, no fire extinguishers. There are bats, pigeons living in the roof, there is a cat living in the roof, wood lice throughout the entire building,” said Duke.
When it rained, the building was flooded and there was strong scent emanating from the sewage system, Duke said.
Workers complained about rashes and respiratory problems, he said. “We are calling on the authorities that are responsible to make ready the new building and to put things in place. Remedy the problems, outfit it and let the workers work in the building.”

It’s not something you expect to see while you’re sipping on your morning latte.
A hawk has been spotted prowling the platforms at Paddington station.
The bird of prey, which is known for its sharp eye and ruthless hunting ability, was seen being carried on the glove of a station worker in west London.
National Rail has employed the animals, which generally feed on smaller creatures such as mice and squirrels, to scare off pigeons.
The birds are currently visiting Paddington about three times a week but are always tethered to their handlers and fed before their shift.
A National Rail spokesperson said: “The hawk’s presence scares [pigeon’s] off. They’re there not to kill, but to scare them. Only in extreme circumstances would we kill a pigeon.
“Although pigeons are lovely birds, they are a menace because their droppings are unhygienic.”

The stench of pigeon poop has some Allen Park residents up in arms.
Robert Allen of the Detroit Free Press of reports that resident Michael Morris has some 50-80 prized homing pigeons that roost in specially made lofts behind his Allen Park home.
The next-door neighbors say the smell of pigeon poop is a big problem. Some also complain about pigeon droppings.
“Until you live it, you can’t pass judgment,” said next-door neighbor Mary Ferenc, who said she’s tired of hosing pigeon droppings off her property. “Until you live there and you smell it.”

NBC 5 Investigates continues to track a serious threat to airplanes over Bachman Lake, on the north side of Dallas’ Love Field Airport.
Last summer, video shot around the lake showed groups of pigeons sitting on the landing lights and huge flocks of ducks and geese roosting around the lake. On video, one large bird even darted right in front of a Boeing 737 on final approach to the airport. According to a federal database last year, on average, at least one plane per week hit a bird at the airport. Since 1990, more than 400 Southwest Airlines jets have hit birds or other wildlife while Love Field has never had a comprehensive program to deal with them.
Carter said birds get accustomed to noise. After all, they’re not scared away by jets screaming over their heads. Instead, he recommends using trained dogs and falcons to chase birds away day after day.
“So basically you’re giving the birds a choice to be here, where there’s a predator, or a wolf in their eyes, or to be somewhere else where there’s no predator, and you simply shift that,” said Carter.
The airport said it’s now willing to consider the use of dogs and has tested a falcon.
But they’re not using either on a daily basis right now and huge groups of ducks, gulls and pigeons still swarm the area. Despite new warning signs at Bachman Lake, people are still feeding them.
The airport is seriously considering asking the City Council to pass a law that would allow police to ticket people for feeding birds along the lake.
Ultimately, Carter said the birds will stay unless the airport does something to physically chase them off day after day.
Until then, the danger remains.
