CARLSBAD, N.M. — A New Mexico city in cracking down on people feeding pigeons.

KRQE-TV in Albuquerque reports that the Carlsbad city council recently approved an ordinance that bans residents from feeding or providing environments that attract the birds.

The city says the ordinance will help eliminate some of the health risks associated with pigeon droppings.

Those caught feeding or harboring the birds could face fines up to $500 or even jail time.

Eddy County Extension Office program director Woods Houghton says pigeons communicate a lot of known diseases to both livestock and humans

pigeon patrolTransportNI plans to install spikes, mesh and possibly take other anti-pigeon measures on Craigavon Bridge in an attempt to solve a bird dropping crisis that has led to the closure of the footpath across the lower deck.

But engineers say the work will only be concentrated on areas of the bridge where the build-up of pigeon droppings has begun to pose a slippery safety risk for walkers and cyclists as it would be impossible to totally pigeon-proof the thoroughfare.

Harry Gallagher, a section engineer at TransportNI, has written to SDLP Councillor Martin Reilly, stating: “Additional measures are being planned at the worst location to help deter pigeon roosting mess at Craigavon Bridge.

“These measures are likely to involve the use of mesh and spikes although I am prepared to consider other means as well.

“Efforts are being concentrated on the worst affected areas as there are so many possible ledges on Craigavon Bridge it does not seem realistic to make it pigeon proof.”

Mr Gallagher went on to warn that spikes are not always a panacea for pigeon invasions and backed this up with a picture of pigeons happily ignoring them and roosting at an underpass at Stockman’s Lane in Belfast.

“Spikes are very much one of the measures available but I would add a note of caution as to their effectiveness,” wrote Mr Gallagher.

Meanwhile, the lower deck pavement remains closed.

“The lower footway on Craigavon Bridge is currently closed to pedestrians.

“Once the new measures have been installed next week the footway below will be cleaned but rather than reopen the footway immediately I would prefer to keep it closed for another week or two so that the effectiveness of the new measures can be observed (by the cleanliness of the footway),” wrote Mr Gallagher.

Specially trained hawks are being introduced to keep a watchful eye over Swansea Market, where they will be deployed above the roof area of the historic attraction to act as a deterrent to troublesome gulls.

Swansea Council says the nesting and scavenging of gulls has been a problem on the roof area of the market for a number of years, with issues including bird droppings, roof damage and blocked guttering.

And shoppers have even been targeted by greedy gulls attempting to snatch food from their hands.

The task will be carried out by national licensed supplier of bird control, Hawksdrift, based near Builth Wells.

The business trains hawks from a young age, to ensure they are socialised and not a danger to humans, and is responsible for similar work at Aberwystwyth University, as well as taking part in falconry displays, and taking the birds into schools for pupils to learn about them.

Representatives were due to visit the market on Friday to speak with traders and answer any questions they may have about the work – although the date is to be rescheduled following today’s fire at the venue.

Hawksdrift director Layla Bennett said the hawks do not attack the gulls to disperse them, but do so by scaring them.

She said: “A common misconception is that the hawk deterrent works by them attacking or even eating the gulls, but that is not the case.

“It is about scaring them. They will be flying over the roof, to deter them from nesting. Just their presence in general acts as a deterrent. They do not have to attack or hurt the other birds.

“Gulls are becoming an increasing problem in urban populations. They are more confident around people, and they are exceptionally intelligent birds, who will swoop down and sometimes even attempt to take food from people. In places like Swansea the main type you have are the lesser black backed and herring gulls”.

The Harris’ hawks are due to visit Swansea Market around once a week over the spring and summer months, and include 11-year-old Sharpe, sisters Lizzie and Jenny, aged four, and youngster Saxon, who is almost a year old.

Layla said: “All of them are reared in a special manner in order to socialise them from a very young age. They are captively bred and reared.

“They are also trained to get them used to everyday objects and issues they may come across, such as high visibility clothing, hard hats, fire alarms going off and fork lifts trucks.

“And dispersal of gulls by scaring is a very environmental friendly.”

Hawksdrift will provide regular site visit reports and statistics through an online management information system, so Swansea Council can monitor progress.

Their introduction follows completion of recent upgrade work at the market, including refurbishment of the existing barrel roof and renewal of the roof gable glazing.

The award winning venue is the largest indoor market in Wales, and opens six days a week, with more than 100 stalls selling local and traditional produce.

The refurbishment project was funded by Swansea Council and the Building Enhancement Programme, which is supported by the European Regional Development Fund through the Welsh Government.

This isn’t about harming the gulls.
GULLS are not only a nuisance to shoppers visiting Swansea city centre, but they also damage the appearance its buildings — and are guilty of fouling the streets.

Robert Francis-Davies, Swansea Council’s cabinet member for enterprise, development and regeneration, said: “We recently heavily invested in a major project to refurbish Swansea Market’s roof for the benefit of traders and shoppers for many years to come, so it’s crucial we continue to do all we can to preserve the attraction.

“Gulls have been an issue outside the building in the area of the market roof for several years now, affecting its appearance and causing damage and maintenance concerns. pigeon patrolThe man admitted to killing the hawks he believed were preying on his prized racing pigeons he kept in Stamford.

A racing pigeon enthusiast has pleaded guilty in U.S. District Court to charges that he killed federally-protected hawks that apparently were preying on his prized birds that he kept in Stamford.

Connecticut’s U.S. Attorney Deirdre Daly and Special Agent in Charge of the Northeast Region of the U.S. Fish and Wildlife Service’s Office of Law Enforcement Honora Gordon announced that the 63-year-old man pleaded guilty Wednesday in Hartford federal court to one count of conspiracy to take, capture and kill red-tailed hawks and Cooper’s hawks, and four counts of taking, capturing and killing red-tailed hawks or Cooper’s hawks.

According to court documents and statements made in court, red-tailed hawks and Cooper’s hawks are birds of prey, also known as raptors, and consume pigeons as part of their natural diet. These hawks are protected under the federal Migratory Bird Treaty Act.

In his guilty plea, Thomas Kapusta of Westbury, NY admitted that he and another individual were racing pigeon enthusiasts who built and maintained a pigeon coop at 330 Weed Ave. in Stamford. Kapusta and his unidentified associate kept a large number of racing pigeons at this coop, and regularly let them fly outside the coop for exercise.

Prosecutors said that because Kapusta and his associate viewed the hawks as a threat to their pigeons, they systematically captured the hawks in a trap specifically designed to capture birds of prey, shot and killed them in the trap, and disposed of their carcasses.

Kapusta admitted that he and the associate killed red-tailed hawks on Sept. 8 and Oct. 14, 2015, and Cooper’s hawks on Sept. 2 and Oct. 21, 2015.

Kapusta faces a maximum sentence of 30 months in jail and a $75,000 fine when he is sentenced by U.S. District Judge Robert N. Chatigny on May 13.

In a statement, Daly said, “Red-tailed and Cooper’s hawks are protected species under federal law. With our law enforcement partners, the U.S. Attorney’s Office will continue to investigate and prosecute individuals who violate the law and harm such protected migratory birds.”

Gordon praised the cooperation with state and local agencies in investigating the case. “The plea agreement today is a success in our collective efforts to conserve migratory birds and other wildlife,” Gordon said.

When asked for comment about the second individual allegedly involved in the hawk killings, a spokesman for Daly said, “Kapusta is the only one charged at the moment.”

The case is being investigated by the U.S. Fish and Wildlife Service, Office of Law Enforcement and the Division of Refuge Law Enforcement, and the Environmental Conservation Police of the Connecticut Department of Energy and Environmental Protection, with the assistance of the Stamford Police Department. The case is being prosecuted by Assistant U.S. Attorney Hal Chen.

pigeon patrolIt seems both FortisBC and BC Hydro protocols to deal with animals on power poles has been tested a lot lately, with at least four high-profile incidents in a short timeframe reported across the province. Representatives said it’s rare to receive that many calls.

Nicole Bogdanovic, a communications adviser for FortisBC, said they got a call of another cat on a power pole on June 4 just after 9:30 a.m. The crews were already in the Black Mountain area of Kelowna, where the cat found its new perch, so they stopped to help it down.

Bogdanovic said when considering a rescue, they focus on safety first.

“While calls like this are pretty rare, when we do receive one we have to assess the situation very carefully before responding, and typically the safest situation is for the cat to come down on its own,” said Bogdanovic.

“We’re relieved that our crews were able to assist in this case.”

In this type of situation, they assess the risk a rescue would pose to both the animal and crew, as well as potential service impacts.

She said crews ask a few simple questions before intervening: “Could this cause an outage if it wasn’t dealt with, or could this delay our crews in dealing with other issues?”

They also have to make sure the infrastructure belongs to them before they do anything with it.

In the end, it was a happy ending for the cat who was stuck up on a power pole, but it’s not always such an easy save.

“A cat on a pole, if it’s in distress, could be skittish,” Bogdanovic said. “That could cause it to behave unpredictably and be injured in some way.

“We recognize that this is really a tough situation for pet owners to be in and we do what we can to assist, but again, that’s usually waiting for the cat to come down on its own.”

Just one day earlier, BC Hydro crews had to move two 40-kilogram osprey nests from power poles in Salmon Arm to two newly built nesting platforms nearby.

In the last few weeks, the nests caused three power outages to thousands of customers in the area.

Ospreys are a protected species in B.C. and BC Hydro has a permit from Ministry of Forests Lands and Natural Resources to allow the nests to be moved. The birds like to build their nests on the tallest structures they can find, which in some cases means a live power pole. If the nest doesn’t pose any risk, workers often wait to move it until it’s unoccupied in fall.

Jennifer Walker-Larsen, who works in communications for BC Hydro, said this case was different.

“When osprey nest on energized power lines there is a risk to those nests,” she said, “They may short out the lines and they may catch on fire and this can kill and wound birds.”

Crews saw that the nest were there and decided to act.

Osprey in the area already had another nesting platform, but Canada geese had taken it over. Nesting Canada geese cannot be disturbed as they are protected under the Migratory Bird Convention Act.

When this happens, the osprey usually tries to build another nest very close to the original site, usually on a nearby power pole.

Workers had to first move the eggs in the nest and then relocate it to a new nesting platform a short drive away. The eggs were placed safely back in the nest.

Over the last weekend in May, BC Hydro crews took the time to rescue a bear in Port Hardy that was camping out on top of a 50-foot power pole.

“There was an immediate risk there that the bear might be electrocuted so we took immediate action.

The 25,000-volt power line was deactivated as crews worked to get the bear down using a cherry picker. After about 10 minutes, the cub came down and ran off into the nearby bushes unharmed.

 

About 450 Port Hardy customers were affected by the short outage, but BC Hydro is happy to report it was a successful mission.

Larsen said when it comes to dealing with animals on power poles, they assess the situation on a case-by-case basis.

“It really depends on what the risk is to the animal,” she said.

When cats are up power poles, BC Hydro workers typically wait three days before attempting a rescue, according to Larson. In the vast majority of cases, she said cats come down on their own and a rescue effort could pose more danger to the animal. If it gets scared when the crew comes up in the bucket to save it, it might try to get away, touching energized lines on equipment.

In April, FortisBC and BC Hydro were both alerted to a cat that had been stranded on a power pole in Princeton for four days.

The hashtag #savethePrincetonBCcat was trending locally, with many people raising concern for the animal.

Once BC Hydro realized it was on their land, they called in a specialized crew to conduct the rescue and got the cat home safe and sound by 9 p.m.

pigeon patrolUrgent repairs will be made to netting under a bridge in Shrewsbury following reports that pigeons were getting caught and starving to death.

Shropshire Council said it would send out a team to the bridge near Shrewsbury Railway Station to tackle the problem.

Wildlife experts today urged people in the town not to encourage pigeons in the wake of the issue.

Stuart Edmunds, from Shropshire Wildlife Trust has said the birds have become caught and not been able to get out.

He said: “The netting has been put there under the bridge to stop pigeons from roosting in it. But unfortunately it is only a thin netting and has been ripped away so the pigeons have been roosting there and have been unable to get out. Although they are considered a pest people do feed pigeons and that is one reason they are doing so well in the town. There are lots of different ways to put off pigeons but the way this bridge has been constructed netting is the only option. The easiest way to deter pigeons is to try not to leave too much food out as they become pretty well used to where food is left out. The main this is what the council does which is reducing the number of roosting sites there are. I don’t like the word pest that much because pigeons are not like the other kinds of pests. But a pest is like rats or mice – it is anything that develops a relationship between themselves and human activities. The main problem is pigeons flying and dropping their waste all over the place.”

Following reports of the pigeons getting caught in the netting, Shropshire Council has said it will send a team out to repair it as soon as possible.

Tim Sneddon, Shropshire Council’s environmental maintenance manager, said: “The railway bridge is owned and maintained by Network Rail. However, the former Shrewsbury & Atcham Borough Council entered into an agreement with them to maintain the underside of the netting, which Shropshire Council took on responsibility for in 2009. We regularly attend to undertake repairs when lorries catch the netting. Some birds do get access from the track side, and Shropshire Council are unable to do any works to stop that.”

pigeon patrolAn irate phone call to the newspaper last week brought up an interesting question: what to do about pigeons pooping on a 12th-floor balcony? An octogenarian in Oshawa was fed up with the mess and insistent that something be done to rid him of his unwelcome visitors. Stymied over how to help, the editor passed the query on to me.

Smiling wryly, I pictured aluminum pie plates dangling in the breeze, likely contravening every condo and apartment regulation in the book. Or what really would work — stretching garden netting from balcony roof to railing, screening pigeons out. Lightweight, cheap and durable, the one-inch mesh is virtually invisible; I know because I have it tacked outside my sunroom windows, stopping birds from flying into the glass.

And then I thought of the most natural, long-term, cost-free solution for our caller’s problem: peregrine falcons. The world’s swiftest birds have made headline news moving into Toronto, then Oshawa in recent years, and their favourite prey happens to be rock pigeons. The two species, in fact, evolved together, both nesting on cliff ledges where four-legged predators can’t get at their eggs or babies.

The docile feral pigeons happily at home in every urban centre around the planet have a wild and romantic history as mountain dwellers of Eurasia, fast, strong fliers traveling long distances to bring food back to their young. Since their main diet is seeds and grains, numbers grew when human hunter-gatherers settled down and started farming. People began domesticating pigeons 5,000 years ago, for food, sport and carrying messages, and brought them along everywhere they went, including the New World in the 1600s. Even Charles Darwin bred pigeons, and based his argument for natural selection on how his own birds changed through the generations.

Peregrine means ‘wanderer,’ and peregrine falcons got to every corner of the globe on their own, though falconers have been breeding them, too, for centuries. Widespread use of DDT wiped wild peregrines out of most of North America in the 1950s, but a ban on the pesticide and great efforts by conservation groups have managed to slowly bring them back. Like pigeons, peregrines have readily adapted to cities, nesting on ledges of high-rise buildings.

So it comes full circle, with two ancient neighbours meeting up again right here in Durham. Maybe peregrines will move in near our frustrated caller and scare his pigeons away, or at least keep numbers in check.

Pigeons carry many diseases that can cause serious health problems including; salmonellosis, tuberculosis and toxoplasmosis. Pigeons do not have natural defense mechanisms to protect against predators yet they are not in any danger of vanishing. To help rid pigeons around your home: Eliminate bird feeders, seal areas where they can nest, place a fake owl on your roof and spray water to scare them off.

pigeon patrolIf you are a Mumbaikar and have a bout of tuberculosis or have suffered an asthma attack, did you ever wonder what might have caused it? It might surprise you but pigeon droppings and feathers could be the reason. To this end, there are some good tidings as the Brihanmumbai Municipal Corporation (BMC) is planning to sterilise the burgeoning population of pigeons.

So after the dogs over a decade ago, it is now the turn of the pigeons to get into the family planning programme. The idea of sterilising pigeons was first mooted by Shiv Sena corporator from Borivali, Abhishek Ghosalkar. He believed that the BMC should control this exploding population of pigeons with the help of Ovistop. According to this method, each pigeon is fed with Ovistop, a product made of corn seeds and covered in Nicarbazin, which acts as a contraceptive for birds. The pill is touted to be highly effective.

The BMC health committee has already passed a proposal to this effect and has forwarded it to the Maharashtra health department for approval on Wednesday. But some procedural and political bottlenecks still remain.

The decks are yet to be completely cleared as the state is planning to forward it to the Centre for necessary action bringing the Drugs Controller General of India (DCGI) office into the picture. A senior FDA official said that if the drug has to be imported from abroad, a mandatory clearance from the DCGI is needed.

Speaking with Firstpost, Borivali corporator Ghosalkar said, “More than 80 percent of the pigeon population in a Spanish town has come down after a similar sterilisation programme was undertaken.”

A study has also revealed that out of 10 asthma patients in Mumbai, one contracts it from pigeons.

“The percentage of the diseased is higher in children. I am neither anti-animal nor anti-birds. But we have to save our children and the lives of Mumbaikars from the pigeon menace,” Ghosalkar said.

In a reply given to Ghosalkar over his proposal, the BMC had said that the matter does not come under the jurisdiction of its health department and belongs to the director, Food and Drugs Administration (FDA) of the state government. “However, we have asked the FDA about implementing this method of providing food mixed with Ovistop to pigeons in the city,” a civic official told Firstpost.

The reason the Central health ministry has to be involved because the contraceptive called Ovistop is not locally available and has to be imported from abroad.

However, there is a political twist to the story as to why this programme was not taken up before and might not be executed until the civil polls in the country’s business capital in 2017 have been completed. The ruling parties — Shiv Sena and the BJP — may not be in a mood to risk their future as many communities in Mumbai are now used to living with these pigeons.

A comparison of these delays with the speed at which pigeons are born, however, is a matter of concern.

According to a civic official, one pair of pigeons can produce up to 48 squabs a year. No wonder, Mumbai has seen a tremendous jump in its pigeon population over the years.

On paper, there are 50 kabutar khanas in Mumbai. But in reality, there are more than a million places where residents offer corn, pulses and peanuts to pigeons. This can be anywhere — whether the terrace of a building or an open space in a market area with people from all walks of life contributing to these mass programmes of feeding pigeons.

A study has revealed that a well fed-pigeon on an average dispenses up to 11.5 kg of droppings a year.

That’s quite a quantity of poop to be taken care of, given the population of pigeons in Mumbai.

They made the vile discovery after walking into the terraced property near the Anfield stadium development, which has been empty for years and due for renovation.

Up to 40 pigeons had moved in and deposited a generation of mess all over the building.

Specialised Cleaning Services, a Preston-based company, was called in had to carry out a deep clean and Manager Nathan Brennan told the ECHO: “They are doing a lot of houses up in this area and this one is getting renovated too.

“The roof was in a bad shape and loads of pigeons got in. They’ve left a lot of mess. It’s one of the worst states I’ve ever seen in a home.”

Mr Brennan led a three-man team over five days to clear out the pigeon mess.

The workers wore full body-suits, breathing masks and gloves to treat the property

Mr Brennan said: “The roof space of the two houses was connected so the birds could get from one home to the other.

“Clearing up the mess is a case of sweeping and then treating – there’s no other way to do it.

“It was filthy. Even though I was wearing a mask, my face was black from all the muck.”

Derelict homes in the area are being given a new lease of life thanks to the £260m Anfield regeneration project.

This scheme also includes the expansion of the stadium’s Main Stand, a new public square containing commercial and retail premises and a public space in honour of theHillsborough victims.

The only proven method of reducing pigeon flock size, as part of an area-wide control system, is to use a method involving artificial breeding facilities. This stand-alone method of control has been scientifically proven to reduce the pigeon flock size and is currently being used throughout mainland Europe by councils and commercial organisations alike.

It involves providing a pigeon loft, in which feral pigeons can be encouraged to roost and breed, and from which their eggs can be removed and replaced with dummy eggs. This method has proved to be extremely effective in reducing flock size.

It is also not true that pigeons spread diseases. I urge Birdlife and all animal lovers to speak up against the killing of these peaceful birds.

pigeon patrolThe biblical plagues descended on people for their alleged wickedness. People in some South Jersey towns are targeting themselves for a “plague” of skunks, raccoons, opossums and foxes with poorly thought out behaviors.

Wild animals seek opportunity, just like people. So when people feed wildlife and feral cats, put out garbage (i.e. food) in accessible cans and leave openings into their buildings (i.e. warm, sheltered nests), animals take advantage of it to survive and breed.

That annoys and inconveniences some, who then want to get rid of or even kill the animals. That’s not fair. If people create wildlife problems, people can quit creating them.

These animals that are bothering some people in barrier island and mainland communities are all mammals, so step one is to quit putting out food for mammals. Placing dishes of cat food on the ground for feral cats is disastrous for the cats and the wildlife they kill, but it’s also a giant expansion of the niche for skunks and raccoons.

Many people genuinely love wildlife and feral cats, but feeding them actually harms them by boosting breeding that leads to disease and starvation. Intentionally feeding non-bird wildlife and feral cats should be banned by every town. Yet of the Cape May County towns where people are complaining about skunks this fall, only Stone Harbor bans wildlife feeding on private property – and doesn’t enforce that ban.

That’s typical of local practices. Bad enough that people on the Ocean City Boardwalk often feed gulls, this past summer they were feeding donuts to foxes – and no one was cited for it.

The wildlife division of the Department of Environmental Protection says prohibiting wildlife feeding and backing it up with fines should be the first response to too many skunks, raccoons and such. It also urges the elimination of feral cat colonies.

The DEP also encourages trapping the animals if they’re “a problem.” We think that should be discouraged except when an animal poses an immediate health threat (for example, a rabid animal) and must be killed.

Once trapped, an animal must either be relocated or euthanized. Relocation possibilities, though, are limited even for licensed wildlife rehabilitators to prevent the inadvertent spread of animal diseases. And a relocated animal may not survive in a different territory, especially in winter.

The planet’s 7 billion humans can’t help being a crushing burden on their fellow animals. But people can stop doing things that bring overpopulation, disease and death to wild animals and feral cats.

To make the animals suffer further for human misbehavior is shameful.

Researchers compared pigeons’ relative influence over flock direction to their solo flight characteristics. The studies showed that a pigeon’s degree of leadership could be predicted by its speed in earlier flights.

“This changes our understanding of how the flocks are structured and why flocks of this species have consistent leadership hierarchies,” said Dora Biro of the University of Oxford in London.

The latest GPS loggers allow the researchers to track not only the birds’ overall routes, but also the sub-second time delays with which they react to each other while flying as a flock.

“We can control the composition of the flocks and the starting points for their homeward journeys,” said Benjamin Pettit, first author of the study.

When the researchers tested the birds individually after a series of flock flights, they found that leaders had learned straighter homing routes than followers.

The new findings offer an elegantly simple explanation for the phenomenon of leadership in birds, with important implications for how spatial knowledge is generated and retained in navigating flocks.

“We also have a good understanding of their individual spatial cognition, in particular how their homing routes develop over repeated flights in the same area,” Pettit noted.

“Some birds are naturally faster and consistently get to the front, where they end up doing more of the navigation, which means on future flights they know the way better,” Biro added.

“You can compare this to a ‘passenger-driver’ like effect: drivers in a car have to pay attention while passengers are often unable to recall the route they were driven along, especially if they remained passive in the navigation process,” Biro explained.

A very simple, self-organising mechanism–such as that based on variation in speed–is sufficient for leadership to arise.

pigeon patrolParts of a derelict Perth city centre church present a “very real fire risk”, a survey of the building has found.

Sections of St Paul’s Church cannot be entered for safety reasons and it contains an infestation of pigeons and serious dry rot.

The findings were made by Perth and Kinross Heritage Trust, which recommended anyone entering should check their tetanus status due to sharp timber, glass and metal edges caused by vandalism and decay.

The survey document also states the listed building has “no ground whatsoever” and has a partially collapsed ceiling.

A separate structural engineering assessment recently carried out for the council claims St Paul’s Church is currently in a “very poor condition” with “little if any maintenance”.

It states: “There is significant water penetration into the building through the main roof. Left unchecked this could lead to failure of key elements of the roof structure… and collapse of the roof.

“Material is at risk of falling on to the public areas – roads and pavements – surrounding the building. The guano and dead birds present a significant health hazard to anyone entering it.”

The findings came to light as The Courier learned Perth and Kinross Council is still considering a compulsory purchase of St Paul’s if the present owner, James Boyd, of Belfast-based Simple Global Marketing, does not press ahead with his plan for a café/ community heritage use.

The trust report says efforts will have to be made to address nesting pigeons inside the building after attempts to keep them out with chicken wire failed.

It states: “Galvanised chicken wire is to be fixed to the timber louvres in the belfry openings and to all other window openings where pigeons are gaining access.

“Once access has been restricted those pigeons still within the building are to be humanely dispatched.

“The dome plasterwork, and particularly the cornice, is historically important and very insecure so it must not be damaged with air-gun pellets.

“Roosting and nesting has been ongoing inside and within the fabric of the building for a long time and consequently several shooting visits or an extended trapping campaign will be needed.”

The report also states that serious dry rot has rendered some upper parts of the gallery “potentially unsafe” with principal structural beams said to be rotting and missing in some places.

It has also been revealed there have been “significant” falls of plaster from the dome.

Mr Boyd said: “We are discussing extensive urgent works with the council and Historic Scotland. These will be several months long.”

A video given to Channel 2 shows the capture of a psychiatric patient who ran from Southwest Memorial Hermann Hospital on Monday morning.

In nothing but a hospital gown, witnesses say the man was jumping fences in a neighborhood off Beechnut.

“I saw the security from the hospital following somebody. Then I told them he’s over there,” Milly Reyes said. “He jumped and went to over there to my house.”

She said the man was hiding behind air-conditioner units, in bushes and eventually made it to her shed. Police found him hiding there.

“Once police knew he was in my shed, he got out but they chased him for five minutes,” she said.

They eventually caught him near apartments across from Houston Baptist University.

pigeon patrolA MAN who allegedly sped off from police and drove dangerously before jumping fences has been arrested.

Hervey Bay Police Station’s Senior Sergeant Darryn Morris said the 35-year-old accelerated after police activated their lights on Long St, Point Vernon.

It is alleged the man drove onto the wrong side of the road near the esplanade and cut across a roundabout before pulling up and entering a residential yard.

Snr Sgt Morris said the Point Vernon man jumped several fences.

The police dog squad was brought in and after sighting the man and calling out to him, he came forward and was arrested.

He has been charged with the dangerous operation of a motor vehicle, evading police, driving unlicensed and for an alleged low-range blood alcohol reading.

The incident took place about 2.30pm Saturday.

Snr Sgt Morris wasn’t sure exactly how long the incident lasted.

A court date has been set for January 7.

pigeon patrolNorbiton residents passing under a popular railway bridge were fed up of being dumped on by pigeons.

Nearly 100 people who lived near Norbiton Bridge signed a petition demanding that something be done to prevent the birds that lived in the rafters, making a mess.

Councillor Sheila Griffin said: “This is an ongoing problem and for some time many of my constituents have complained that they are sick of being dropped on by pigeons when they walk under the bridge.

“They have had expensive suits stained and the birds have also made a real mess of the pavements on Coombe Road.”

She added that it was the railway provider that should accept responsibility for the bird mess.

This was not the first time efforts had been made to get the birds to clean up their act.

The bridge had been pigeon-proofed some time before with netting, but so many of the birds had got caught in it that the plan was abandoned.

This time around, the Royal Society for the Protection of Birds got involved to ensure that a strict protocol was adhered to and no pigeons suffered injury or untimely death.

A Kingston Council spokesman said it would cost an estimated £8,000 to pigeon proof the bridge.

He said: “A notice has been served on Network Rail requiring it to do the work under the provisions of the London Government Act.

“The time on the notice runs out at the end of January. So far Network Rail has not appealed, but it might.”

pigeon patrolPlans which could shift a rare bird colony from the Tyne Bridge have ruffled feathers among nature lovers.

Gainford Hotels, which owns the Vermont Aparthotel and the Aveika bar beneath the bridge, has submitted plans to install anti-bird netting and an electrified surface in a bid to stop kittiwakes nesting on the Tyne Bridge tower and around the two venues.

The firm behind the application claim the move would ‘create a safer more hygienic area’ under the bridge for pedestrians – but a number of bird lovers have already started preparing their objections.

The kittiwake colony spread along the Tyne is the only inland nesting site for the birds in the country, and this week the RSPB reclassified the birds as among the most at risk in the UK.

James Littlewood, a director of the Natural History Society of Northumbria, has called for the public to object to the scheme.

He added: “The Tyne Kittiwakes are local celebrities, they attract people to the Quayside to watch them and we know one visitor requested a hotel room overlooking the birds so they could photograph them.

“They are loved by many people for the drama and wilderness they bring to the city each summer, kittiwakes around the UK are declining and so the successful Tyneside population is important.”

It is believed there are around 100 nesting pairs that use the bridge, with more birds nesting on the Baltic gallery, in Gateshead Quayside.

Mr Littlewood added: “Preventing Kittiwakes from nesting on a building does not solve the problem – they simply move onto a building nearby creating a problem for someone else.

“Indeed the reason that so many nest on the Tyne Bridge is because they were moved from other buildings without any thought as to where they would go.”

It is understood the hotel have power washed the tower to remove some of the muck from the structure though Newcastle City Council said no planning permission was required.

Documents submitted to the council by Gainsford Hotels said: “Following discussions with council representatives and specialists, it has been deemed necessary to reduce the amount of bird nesting activity on the south tower of the bridge.

“The purpose of this proposal is to create a safer and more hygienic area under the tower for pedestrians and businesses during the main nesting season of the kittiwakes.”

It is understood a variety of groups plan to object to the proposals.

Helen Quayle, the RSPB’s marine conservation officer for the North East, said: “We sympathise that the kittiwakes are noisy and can cause mess, but they are only here for a short time whist they breed, between March and August.

“The kittiwakes along the Tyne nest on man-made structures and over time as these have been demolished or access has been prevented (i.e. through netting) with the consequence of the birds have shifting from one building to another. This does not represent a long-term solution for people or the birds.

“Preventing access to kittiwake nest sites requires careful consideration to ensure that the method used is fit for purpose and thought is given to where displaced birds will settle.”

A Newcastle City Council spokesperson confirmed the application includes bird netting, angled sill plates and an electric shock systems, as well as a listed building application.

A statement said: “These applications are currently being assessed.

“Ownership of the Tyne Bridge Tower for these applications is in the council’s ownership.

“If any alterations have already been installed, these have been done so prior to the determination of the applications.”

Gainford Hotels has yet to provide a comment.

One couple, JoLynn and Ray Templin, reached out to Action News because they didn’t know who to ask for help.

They’ve lived in the community near R.C. Farms for several years. Within the past few months, they said they’ve been experiencing an infestation of pigeons and black birds.

R.C. Farms has been sitting just miles from the Las Vegas strip for about 50 years.

It’s been praised for being a recycling visionary, but also criticized for being a nuisance to neighbors.

“I think it should be the pig farm doing something about it,” says JoLynn Templin.

After several calls and talking with city officials, Action News learned the pigeon problem is the homeowner’s responsibility.

Pigeons are considered pests and should be treated like any other pest.

There are pigeon control companies in the valley, but the Templin’s still feel like they were misled. ”

“That’s just wrong, there should have never been anybody building homes or any kind of property up here,” says JoLynn Templin.

Action News reached out to R.C. Farms for comment, and haven’t yet heard back.

On the first freezing day of winter, hundreds of them huddled together on the roof in Earlestown, St Helens, Merseyside.

Police were intrigued as to what had prompted them to gather in such a way and upon their investigation they discovered the crop.

Heat lamps had warmed the roof, providing them with a haven from the cold.

Officers discovered 14 mature cannabis plants capable of producing up to £1,200 of weed every 10 weeks, according to the St Helens Star.

A source said: ‘Police became suspicious on the first frosty morning of the winter about 10 days ago.

‘The roof was covered with about 300 pigeons all keeping warm….they’ve moved on now though.’
