Britain’s shooters must try to shoo away some  birds before they can be shot for damaging crops, according to new plans from the Government’s wildlife advisers.

  • Those breaking the rules could face six months in jail or a £5,000 fine

At present, if farmers have a problem with pigeons or crows eating wheat or stealing chickens’ eggs, they can decide the best option is to shoot them. They only need to be ‘satisfied’ that scaring or other measures such as netting would be ineffective or impracticable before reaching for the gun.

But officials from the Government’s wildlife advisers Natural England now want to ensure that other methods are tried before farmers shoot.

Under their proposals, it would be a legal requirement for licensed gun owners to take ‘reasonable and appropriate steps’ such as ‘scaring’ to resolve any problem before resorting to firearms.

The new rules are included in a shake-up of the General Licence, which allows licensed gun owners to kill pests such as magpies, crows and rooks.

Simon Clarke, of the British Association of Shooting and Conservation, said: ‘What are we supposed to  do – go out in bright shiny clothes, waving our arms and making a lot of noise before shooting? And who is going to wander round fields checking whether every pigeon-shooter has tried to scare away the pest birds before shooting?’

‘For example, many farmers will use gas-guns or scarecrows to deter birds. However, this is often not wholly effective and lethal control will also be necessary. This is appropriate as the farmers  are clearly doing everything reasonable and practicable.’

Pigeon Patrol HawkIt’s not something you expect to see while you’re sipping on your morning latte.

A hawk has been spotted prowling the platforms at Paddington station.

The bird of prey, which is known for its sharp eye and ruthless hunting ability, was seen being carried on the glove of a station worker in west London.

National Rail has employed the animals, which generally feed on smaller creatures such as mice and squirrels, to scare off pigeons.

The birds are currently visiting Paddington about three times a week but are always tethered to their handlers and fed before their shift.

A National Rail spokesperson said: “The hawk’s presence scares [pigeon’s] off. They’re there not to kill, but to scare them. Only in extreme circumstances would we kill a pigeon.

“Although pigeons are lovely birds, they are a menace because their droppings are unhygienic.”

Pigeon feces may contain bacteria and other pathogens that can cause illness. Prevent infection by avoiding direct contact with bird debris while cleaning affected areas. Keep children and pets away from areas which have accumulated bird debris.

Wear personal protection equipment (PPE) when cleaning up fecal matter

Follow these steps to clean and sanitize properly:

  • Prepare a 10 percent solution of sodium hypochlorite by mixing one part bleach with nine parts water.
  • If indoors, mist the area to settle suspended air-borne particles.
  • Soak the area with the bleach solution and leave it undisturbed for at least 10 minutes. This will disinfect and soften the droppings, making them easy to remove.
    • apply and spread the bleach solution.
    • Re-wet the area with the bleach solution if the area starts to dry during the 10 minute soak.
    • Dense accumulations of feces may require repeated applications of the bleach solution.
  • Place the debris into a doubled plastic bag (a plastic bag in another plastic bag).
    • Use a square-nosed shovel or a hoe to scrape up the debris.
    • Seal both bags.
    • Place bags in the outside trash.
  • Using dish soap or laundry detergent, scrub the area with a stiff brush or broom to remove debris from cracks and crevices. Rinse area with water.
    • A power washer can be used for this step.
  • Reapply the bleach solution and keep the area wet for another 10 minutes. Do not rinse.
    • If the treated area receives at least 4 hours of direct sun, this step can be omitted as ultraviolet light has disinfecting properties.
  • Air-dry before allowing people and pets into the area.

This procedure may not remove all stains and the use of bleach may discolor walkways, sides of building, and other structures and may cause damage to growing vegetation. Damage may be prevented by using a commercial disinfectant without sodium hypochlorite. Read label instructions before using these products.

If a sensitive area receives a considerable amount of sunlight, the disinfectant may not be necessary as the sun’s UV light works as a natural disinfectant. Physical removal of the debris is necessary. This method is also considered acceptable for areas with little or no foot traffic.

Keep children and pets away from contaminated areas until they have been cleaned, sanitized and dried.

  • If pigeon debris is in an enclosed area, such as an attic, open windows and use fans to force fresh air into the area before cleaning.
  • Leave area undisturbed to prevent air-borne particles.
  • Never handle a dead bird with your bare hands.
    • Use rubber gloves or an inverted plastic bag to pick up the bird.
    • Place the dead bird into a plastic bag, seal bag and place in an outdoor, covered trash container.
  • Clothes worn during cleaning should be washed separately in hot water. If possible use a disinfectant in the wash.

Hempstead Town Tuesday unanimously adopted a law that restricts feeding pigeons, ducks and geese.

 

The town board, in a 7-0 vote, approved the law in response to complaints from residents that feeding, especially in waterfront areas, was inundating properties with birds and their droppings.

A violation of the new law is defined as feeding that attracts at least 10 birds on at least three days within a 15-day period.

 

Fines can be as much as $1,000 for the first violation, $2,500 for the second and $5,000 for the third, town spokesman Mike Deery said. The town crafted the law because of reports that “hundreds of birds and geese were being fed large quantities of food on a regular basis, creating a mess and even damaging the exteriors of homes in local communities,” Hempstead officials said in a statement.

 

The three residents who spoke at Tuesday’s public hearing on the law supported the restrictions. Jeremy Sessler of Seaford said he pushed for the law because his Ocean Avenue home sometimes has 25 to 50 birds — mostly Canada geese — on the front lawn because neighbors overfeed and attract birds. “This [the law] is good for both the residents and birds,” Sessler said after the hearing. “We now look to the town to enforce this code to protect residents.”
