Alderman Bill Wilson said the biggest problem areas where pigeons have been congregating are being experienced by Devonport’s eating houses.
He said retail outlets and other building owners in the central business district had complained about the problem as well.
“The pigeons do make an evil mess,” he said.
Alderman Wilson tabled a successful notice of motion at Monday night’s council meeting, calling for a report in relation to the health concerns related to pigeons in the CBD and whether measures were needed to eradicate them.
Sales manager at Banjo’s Bakery and Cafe in the mall, Jannene Langmaid, said yesterday that feral pigeons invading the cafe were an issue and the birds had been getting worse in recent weeks.
“We have to shoo pigeons away from coming inside the door about every 10 minutes,” she said.
“We can’t shut the door because it locks on the outside.”
Alderman Wilson told Monday night’s council meeting that he knew the pigeons were a real nuisance but he didn’t know if they were also a health concern.
Alderman Wilson said an owner of several buildings in Devonport told him that he’d had a quote to make one of his building’s pigeon proof and it was going to cost $3500 to prevent the pigeons from nesting and resting.

BirdWatch Ireland has said it is “horrified” by what appears to have been a deliberate attempt to poison peregrine falcons nesting in Dalkey Quarry in Co Dublin.
The birds, a protected species, are nesting on a ledge in the quarry and have four chicks nearly ready to fledge.
The incident came to light last week after a walker noticed two tethered pigeons flapping near the nest.
The pigeons’ wings had been clipped to stop them flying and they had what is described as a “wet substance” on their neck.
Peregrines eat live prey and would have been attracted to the pigeons by their wing flapping as they attempted to escape their tethers.
The pigeons have been submitted to the State laboratories for testing.
The National Parks and Wildlife Service said the falcons are facing “a significant threat” and “it is likely that further attempts may be made to interfere with the birds”.
It is calling on the public who use the area to remain vigilant and report any similar incidents.
It also warned that people should keep children and pets away from suspect birds as these poisons are harmful to wildlife, domestic animals and humans.
Minister for Arts, Heritage and the Gaeltacht Jimmy Deenihan said: “It is not tolerable for these majestic and extraordinary birds of prey or any other wildlife to be persecuted or poisoned.
“It is illegal, but just as important; it harms our reputation as a country that values its wildlife.
“I would urge anyone to report such incidents to the National Parks and Wildlife Service in my Department. Harming our birds is not acceptable.”

A MYSTERY pink pigeon has been spied in Breightmet.
The bird, which has pink and white plumage, but still has a normal grey head, was spied on a rooftop in Breightmet earlier this morning.
There is a breed of bird called a pink pigeon — called nesoenas mayeri which are native to Mauritius — but these are very rare and normally such a paler shade of pink they are almost white.
David Taylor managed to photograph the unusual bird in Tetbury Drive at about 8am on June 20 and said: “I was having breakfast this morning and saw this red and white pigeon on top of a neighbour’s roof.
“When I went out it was gone but then 15 minutes later I spotted it on a neighbour’s roof.
“I don’t know why it’s that colour, I thought someone had painted it.
Jackie Fish, who also from Tetbury Drive, thought someone had spray painted the bird in the colours of the St George flag.
She spotted it at 7.15pm on June 19, 45 minutes before England kicked off their crucial World Cup match with Uruguay.
She said: “I just saw it there and realised it had been painted white and red, to look like the England flag.
“I have to say as supporting England goes, this is a bit too much and I would class it as cruelty and a bit beyond a joke.”
Gemma Pidluski also reported seeing the bird on June 19 and said on Facebook: “I have just been sitting at home and a pink pigeon has landed on my shed roof. Is it real?
“I have googled it and sure enough there are pink pigeons! Bit of nice news for a change!”
A similar bird was spotted in Ealing, West London in August, 2012 and experts were at a loss to identify it.

Trapped with no way out – at risk of losing their lives – creating fears of a health risk to people nearby…relax. We’re talking about pigeons here.
Pigeons. They’re just rats with feathers, right? But nobody wants to see them suffer, even if they are trespassing. The birds apparently got caught between the roof of a strip mall and a drop ceiling in a hair salon during a renovation job.
Employees at the Style America salon at Central and Tramway removed some of the ceiling panels, hoping that the birds would fly down and out the door. No luck. The fat little knuckleheads just squat up there doing what pigeons do – which leads to worries about illness and disease from pigeon poop.
“With some basic precautions, unless you’re going to put yourself right in contact with it, there’s really very little risk,” said biologist Justin Stevenson who runs a Los Lunas-based company called RD Wildlife Management. “That’s based on a tremendous amount of science and research, which is what we base everything on.“
Stevenson did say people with immune system issues do need to worry about even small amounts of pigeon droppings. He said that based on his experience, there is probably a way in and out for the pigeons, and people in the building see them roosting and think they’re trapped. He said if in fact they are trapped, he will conduct a rescue operation for free.
A Style America customer said she called City Hall at 311 to get some help, but learned that the city is not in the business of removing pigeons from private property. It’s up to the owner or the tenants to deal with it.

A bird-loving father from Birmingham has been threatened with a £5,000 fine and court action for feeding pigeons.
Father-of-two Adnan Mir, aged 37, began feeding the birds in Church Road and Croft Road, Yardley, two years ago after an elderly neighbour who had fed them for 35 years died.

He said he felt sorry for the pigeons, who kept showing up expecting her to feed them – but the council took a rather dim view of his actions.
He was fined £50 for scattering seeds in November 2012, and was given a council caution last year, with the council claiming the seed attracts vermin.
And now the council is threatening further action, accusing him of “ignoring” the warnings.
Mr Mir says he now only feeds pigeons in the park, and says he is not committing a crime.
