Pigeons roosting under the Santa Cruz Wharf were determined to be a major source of the high bacteria levels.
City crews are taking action this week to keep the fowl from fouling ocean waters.
“What we’re doing now is some bird-exclusion work” said Santa Cruz Wharf Supervisor John Bombaci.
Cowell Beach’s dirty water confounded the city for years, and the city’s Cowell Working Group conducted several studies to find a source causing high bacteria levels that made the area unsafe for swimming.
On Thursday, crews were busy installing stainless steel fencing underneath the Santa Cruz Wharf. The fencing extends more than 200 feet, from the beginning of the water, to the end.
“We’re using it to barricade out nesting areas for pigeons down in the transition zone, the tidal area on Cowell Beach,” Bombaci said.
Cowell Beach’s waters exceeded bacteria standards for 200 days in 2015.
“There may be other natural occurring things that we probably won’t be able to control, so we’re looking at the controllable sources, and this is one of the most obvious,” said Scott Collins, assistant to the city manager.
High bacteria levels always spike in the summer.
“The summer is when most people are on the beach. So our goal is to goal is to get all the infrastructural needs met, all the barriers installed, before summer,” said Nik Strong-Cvetich, executive director of Save the Waters Coalition.
The cost for fencing underneath the wharf was $50,000.
Ocean water quality will be tested regularly at Cowell Beach to determine if the anti-bird efforts are making a difference.

Urgent repairs will be made to netting under a bridge in Shrewsbury following reports that pigeons were getting caught and starving to death.
Shropshire Council said it would send out a team to the bridge near Shrewsbury Railway Station to tackle the problem.
Wildlife experts today urged people in the town not to encourage pigeons in the wake of the issue.
Stuart Edmunds, from Shropshire Wildlife Trust has said the birds have become caught and not been able to get out.
He said: “The netting has been put there under the bridge to stop pigeons from roosting in it. But unfortunately it is only a thin netting and has been ripped away so the pigeons have been roosting there and have been unable to get out. Although they are considered a pest people do feed pigeons and that is one reason they are doing so well in the town. There are lots of different ways to put off pigeons but the way this bridge has been constructed netting is the only option. The easiest way to deter pigeons is to try not to leave too much food out as they become pretty well used to where food is left out. The main this is what the council does which is reducing the number of roosting sites there are. I don’t like the word pest that much because pigeons are not like the other kinds of pests. But a pest is like rats or mice – it is anything that develops a relationship between themselves and human activities. The main problem is pigeons flying and dropping their waste all over the place.”
Following reports of the pigeons getting caught in the netting, Shropshire Council has said it will send a team out to repair it as soon as possible.
Tim Sneddon, Shropshire Council’s environmental maintenance manager, said: “The railway bridge is owned and maintained by Network Rail. However, the former Shrewsbury & Atcham Borough Council entered into an agreement with them to maintain the underside of the netting, which Shropshire Council took on responsibility for in 2009. We regularly attend to undertake repairs when lorries catch the netting. Some birds do get access from the track side, and Shropshire Council are unable to do any works to stop that.”

An irate phone call to the newspaper last week brought up an interesting question: what to do about pigeons pooping on a 12th-floor balcony? An octogenarian in Oshawa was fed up with the mess and insistent that something be done to rid him of his unwelcome visitors. Stymied over how to help, the editor passed the query on to me.
Smiling wryly, I pictured aluminum pie plates dangling in the breeze, likely contravening every condo and apartment regulation in the book. Or what really would work — stretching garden netting from balcony roof to railing, screening pigeons out. Lightweight, cheap and durable, the one-inch mesh is virtually invisible; I know because I have it tacked outside my sunroom windows, stopping birds from flying into the glass.
And then I thought of the most natural, long-term, cost-free solution for our caller’s problem: peregrine falcons. The world’s swiftest birds have made headline news moving into Toronto, then Oshawa in recent years, and their favourite prey happens to be rock pigeons. The two species, in fact, evolved together, both nesting on cliff ledges where four-legged predators can’t get at their eggs or babies.
The docile feral pigeons happily at home in every urban centre around the planet have a wild and romantic history as mountain dwellers of Eurasia, fast, strong fliers traveling long distances to bring food back to their young. Since their main diet is seeds and grains, numbers grew when human hunter-gatherers settled down and started farming. People began domesticating pigeons 5,000 years ago, for food, sport and carrying messages, and brought them along everywhere they went, including the New World in the 1600s. Even Charles Darwin bred pigeons, and based his argument for natural selection on how his own birds changed through the generations.
Peregrine means ‘wanderer,’ and peregrine falcons got to every corner of the globe on their own, though falconers have been breeding them, too, for centuries. Widespread use of DDT wiped wild peregrines out of most of North America in the 1950s, but a ban on the pesticide and great efforts by conservation groups have managed to slowly bring them back. Like pigeons, peregrines have readily adapted to cities, nesting on ledges of high-rise buildings.
So it comes full circle, with two ancient neighbours meeting up again right here in Durham. Maybe peregrines will move in near our frustrated caller and scare his pigeons away, or at least keep numbers in check.

Culling pigeons is very cruel. Many times the pigeon dies a very painful slow death when shot.
The only proven method of reducing pigeon flock size, as part of an area-wide control system, is to use a method involving artificial breeding facilities. This stand-alone method of control has been scientifically proven to reduce the pigeon flock size and is currently being used throughout mainland Europe by councils and commercial organisations alike.
It involves providing a pigeon loft, in which feral pigeons can be encouraged to roost and breed, and from which their eggs can be removed and replaced with dummy eggs. This method has proved to be extremely effective in reducing flock size.
It is also not true that pigeons spread diseases. I urge Birdlife and all animal lovers to speak up against the killing of these peaceful birds.

The biblical plagues descended on people for their alleged wickedness. People in some South Jersey towns are targeting themselves for a “plague” of skunks, raccoons, opossums and foxes with poorly thought out behaviors.
Wild animals seek opportunity, just like people. So when people feed wildlife and feral cats, put out garbage (i.e. food) in accessible cans and leave openings into their buildings (i.e. warm, sheltered nests), animals take advantage of it to survive and breed.
That annoys and inconveniences some, who then want to get rid of or even kill the animals. That’s not fair. If people create wildlife problems, people can quit creating them.
These animals that are bothering some people in barrier island and mainland communities are all mammals, so step one is to quit putting out food for mammals. Placing dishes of cat food on the ground for feral cats is disastrous for the cats and the wildlife they kill, but it’s also a giant expansion of the niche for skunks and raccoons.
Many people genuinely love wildlife and feral cats, but feeding them actually harms them by boosting breeding that leads to disease and starvation. Intentionally feeding non-bird wildlife and feral cats should be banned by every town. Yet of the Cape May County towns where people are complaining about skunks this fall, only Stone Harbor bans wildlife feeding on private property – and doesn’t enforce that ban.
That’s typical of local practices. Bad enough that people on the Ocean City Boardwalk often feed gulls, this past summer they were feeding donuts to foxes – and no one was cited for it.
The wildlife division of the Department of Environmental Protection says prohibiting wildlife feeding and backing it up with fines should be the first response to too many skunks, raccoons and such. It also urges the elimination of feral cat colonies.
The DEP also encourages trapping the animals if they’re “a problem.” We think that should be discouraged except when an animal poses an immediate health threat (for example, a rabid animal) and must be killed.
Once trapped, an animal must either be relocated or euthanized. Relocation possibilities, though, are limited even for licensed wildlife rehabilitators to prevent the inadvertent spread of animal diseases. And a relocated animal may not survive in a different territory, especially in winter.
The planet’s 7 billion humans can’t help being a crushing burden on their fellow animals. But people can stop doing things that bring overpopulation, disease and death to wild animals and feral cats.
To make the animals suffer further for human misbehavior is shameful.

For pigeons, it seems, leadership is largely a question of speed.
Researchers compared pigeons’ relative influence over flock direction to their solo flight characteristics. The studies showed that a pigeon’s degree of leadership could be predicted by its speed in earlier flights.
“This changes our understanding of how the flocks are structured and why flocks of this species have consistent leadership hierarchies,” said Dora Biro of the University of Oxford in London.
The latest GPS loggers allow the researchers to track not only the birds’ overall routes, but also the sub-second time delays with which they react to each other while flying as a flock.
“We can control the composition of the flocks and the starting points for their homeward journeys,” said Benjamin Pettit, first author of the study.
When the researchers tested the birds individually after a series of flock flights, they found that leaders had learned straighter homing routes than followers.
The new findings offer an elegantly simple explanation for the phenomenon of leadership in birds, with important implications for how spatial knowledge is generated and retained in navigating flocks.
“We also have a good understanding of their individual spatial cognition, in particular how their homing routes develop over repeated flights in the same area,” Pettit noted.
“Some birds are naturally faster and consistently get to the front, where they end up doing more of the navigation, which means on future flights they know the way better,” Biro added.
“You can compare this to a ‘passenger-driver’ like effect: drivers in a car have to pay attention while passengers are often unable to recall the route they were driven along, especially if they remained passive in the navigation process,” Biro explained.
A very simple, self-organising mechanism–such as that based on variation in speed–is sufficient for leadership to arise.
