The fate of Abbotsford’s urban pigeon prohibition is still unclear after council received a report last week that noted the bird ban aligns with the city’s current zoning bylaw, but that those regulations are currently under review.
The issue was raised last fall by Gurbir Brar, who raises pigeons and says the bylaw banning them is irrational and unnecessary.
Brar told council in October that other jurisdictions, including Calgary and Surrey, allow the keeping of hobby pigeons in residential areas, without a problem. He compared pigeons to cats, and said the birds – when properly trained – are much less disruptive than felines to the surrounding community. He was accompanied by more than a dozen fellow pigeon fanciers.
Staff were directed to prepare a report, which was presented to council last week.
In it, assistant planner Nick Crosman notes that pigeons are currently defined as poultry, rather than pets, and thereby are an agriculture use. Currently, residential zones don’t permit such uses.
But the city’s zoning bylaw is currently undergoing a revision to align it with the 2016 Official Community Plan. That document would seem to be more friendlier to pigeon-rearing, and includes a statement that suggests council consider allowing “urban agriculture activities that encourage self-sufficiency.” Pigeons and backyard fowl aren’t mentioned in the OCP.
The updated zoning bylaw will come to council for approval or revision. Any changes would require a public hearing. The fate of pigeon ban to be decided

A man had pigeons in Vancouver.
Earlier this year, she had at least three conversations with fellow Councillor Lisa Muri regarding pigeons, according to emails. In July, she asked Muri to pass a bylaw to outlaw them, according to an email obtained by CBC.“I have a pool that pigeons fly over and poop as well as flying and roosting on the rest of my property,” she wrote July 6. A few days later, Muri requested staff ban pigeons from the district.
Staff would later tell council they knew of only one person in the district who had pigeons, Dulay, and only one person had filed a recent complaint, Forbes.
That didn’t stop council voting 4-2 for the ban in November. Forbes recused herself, declaring a conflict of interest, but she still might’ve breached B.C.’s Community Charter that prohibits councillors from influencing council votes, recommendations or decisions.
At a Nov. 2018 council meeting, Forbes made her first public statement regarding the controversy.
“It has always been my intention to act with integrity in the best interest of the district both as a private citizen and as a councillor,” she said. “If I have erred in anyway, I assure council and the community that it was done inadvertently and in good faith with my understanding, as a new councillor, of the conflict of interest rules.”

She called for more conflict of interest training for councillors. Droves of concerned citizens also spoke.
“I am passionate about transparency and trying to work things out as neighbours,” said Dulay’s neighbour Krista Page, who came out in support of the family. “I just feel this is very much a misuse of power.” Givo Hasko has been breeding, showing and rescuing pigeons for a decade. He told council “We are here for a love of pigeons. We feel this is a corrupt way of passing bylaws.”
Others were concerned about pigeons causing damage with their frequent acidic poops, and the possibility they could spread disease. Corrie Kost said his parents final years in their lake-side apartment would’ve been more pleasant if it weren’t for the pigeons pestering them.

A new pigeon prohibition in a North Vancouver community has roused suspicions that a councillor’s continued grudge against the birds has led to a serious conflict of interest.
Thursday, in response to concerns from the public, district Mayor Mike Little ordered an independent investigation into the events leading up to and the passage the controversial ban known as the “Pigeon Prohibition Bylaw.” It bans residents from harbouring what some consider intelligent animals (who mate for life!), and others believe are rats with wings.
The chief administrative officer will look into the conduct of all councillors, including Little.
The pigeon squabble started almost three years ago, when Kulwant Dulay and his multi-generational family moved to the north shore neighbourhood and transformed a dilapidated backyard chicken coop into a charming miniature cottage for his homing pigeons.
“I fixed it up. I wash the coop every week. I keep it clean. There’s no smells at all,” Dulay told councillors Nov. 18. He and his family wash the pigeons and clean up their droppings.
His neighbour, councillor Betty Forbes, saw the situation differently. She declined to comment, as the independent review is being conduct and therefore would not be “appropriate.”

The pigeon prohibition will come into effect May 2020.

Conwy Road Bridge repair bill rises as pigeon poo hides rust.

Bridge repair costs have more than doubled because pigeon poo disguised rust.
Council officials struck a deal for the work on Conwy Road Bridge in 2016.
Costs shot up by £844,000 to £1.53m after an inspection revealed rust on the structure was hidden by the birds’ droppings.
Conwy council chief executive Iwan Davies said it was not possible to identify the extent of the works but a councillor said it was “disappointing”.
Repairs for the two lane bridge, which takes traffic across the town’s estuary, were sent out to tender in 2016.
A report by the council’s audit committee said the “considerable” extra work needed had not been found originally because of “access” problems.
“The additional works…significantly impacted the total cost of the works,” the report said.
Gele ward councillor Andrew Wood said: “I can’t believe we’ve not made more of an issue about this refurbishment, it’s plus £844,000.
“If the council tendered with all that information in the first place then it would have cost less. But we’re in a situation now where we have to carry on, so I’m disappointed.”
Mr Davies added: “It wasn’t an overspend as such, it was a re-calibration of what needed to be done.”

Feral pigeons in Europe (Columba livia domestica), which thrive in most European towns and cities, are commonly infected with the zoonotic bacterium Chlamydophila psittaci, the agent of psittacosis (also known as ornithosis) in humans. A number of surveys carried out over the last thirty years across Europe have detected high seropositivity values and high percentages of infection in Europe feral pigeons populations. Overall, when considering data from 11 European countries, seropositivity values to C. psittaci in the sampled populations ranged from 19.4% to 95.6%. In most surveys, the complement fixation test was used, and antibodies were detected in 19.4-66.3% of the samples, with a median of 46.1%. Indirect immunofluorescence and ELISA tests were employed less frequently, but led to the detection of higher percentages of seropositivity (23.7-67.7% and 35.9-95.6%, respectively). Attempts to grow C. psittaci in cell culture or embryonated chicken eggs were successful in 2-42.3% and 0-57.1% of samples, respectively, antigen detection methods were positive in 2.3-40% of samples, while conventional PCR and real-time PCR using different genomic targets detected the organism in 3.4-50% of samples. Twenty-five C. psittaci isolates from pigeons were typed as ompA genotype B (n=14), E (n=10) and E/B (n=1). The huge increase of feral pigeon populations in Europe is a major cause of concern for the detrimental effect of pigeon droppings on environmental hygiene, in addition to the extensive damage due to the fouling of buildings and monuments. The most important pathogenic organism transmissible from feral pigeons to humans is C. psittaci, with 101 cases of disease reported in the literature. Exposure to C. psittaci-contaminated dust, direct contact with pigeons through handling and, to a lesser extent, through pigeon feeding have been identified as hazardous exposures in more than half of the human cases, while loose or transient contacts with Europe feral pigeons have been mentioned in about 40% of the cases.
Education initiatives as to the communication of a health risk resulting from contact with pigeons and pigeon excreta should primarily be targeted at individuals who may be exposed to C. psittaci-contaminated dust, such as demolition/construction workers. Recommendations to this category of workers include wearing protective clothes with hoods, boots, gloves and air filter face masks when removing pigeon faeces from roofs, garrets and buildings, especially if working indoors. Monitoring for C. psittaci infections in these workers over time should also be considered. Children should be warned not to handle sick or dead pigeons, and immunocompromised individuals should be advised to carefully limit their contact to feral pigeons. Culling of pigeons by shooting or poisoning is both unethical and ineffective as the place of the killed birds in the population is quickly filled by new juveniles or immigrating birds from neighbouring areas. Pigeon-deterring systems, such as nets and plastic or metal spikes applied to buildings and monuments will prevent their fouling, and the administration of contraceptive drugs may allow size regulation of the pigeon populations. Nevertheless, the measure that will ultimately lead to permanent reduction and will establish healthy sustainable populations is the restriction of indiscriminate feeding by pigeon lovers. The erection of dovecotes and artificial breeding facilities should be considered for providing shelter and a balanced diet to the birds, as well as a chance of interaction for pigeon lovers in a hygienically controlled environment.
