The bird, which has pink and white plumage, but still has a normal grey head, was spied on a rooftop in Breightmet earlier this morning.

There is a breed of bird called a pink pigeon — called nesoenas mayeri which are native to Mauritius — but these are very rare and normally such a paler shade of pink they are almost white.

David Taylor managed to photograph the unusual bird in Tetbury Drive at about 8am on June 20 and said: “I was having breakfast this morning and saw this red and white pigeon on top of a neighbour’s roof.

“I don’t know why it’s that colour, I thought someone had painted it.

Jackie Fish, who also from Tetbury Drive, thought someone had spray painted the bird in the colours of the St George flag.

She spotted it at 7.15pm on June 19, 45 minutes before England kicked off their crucial World Cup match with Uruguay.

She said: “I just saw it there and realised it had been painted white and red, to look like the England flag.

“I have to say as supporting England goes, this is a bit too much and I would class it as cruelty and a bit beyond a joke.”

Gemma Pidluski also reported seeing the bird on June 19 and said on Facebook: “I have just been sitting at home and a pink pigeon has landed on my shed roof. Is it real?

“I have googled it and sure enough there are pink pigeons! Bit of nice news for a change!”

A similar bird was spotted in Ealing, West London in August, 2012 and experts were at a loss to identify it.

Sam Hobson, 34, has captured a collection of pictures showing the birds snatching the pigeons above Bristol’s skyline, according to the Daily Mail.

Mr Hobson said it was ‘amazing’ to capture the birds hunting above his city.

In Britain, they are usually spotted in the skies above mountain ranges and other remote spaces.

Mr Hobson said: ‘There is something amazing about seeing one of the world’s fastest animals perched on a building you see every day,’ he said. ‘There are plenty of tall buildings in cities for the birds to perch on.’

Mr Hobson, who has been tracking and photographing urban falcons in Bristol for the past two years, said the birds had been attracted to the cities because of their large number of pigeons and other migratory birds.

‘I have seen falcons doing things they don’t do in the countryside,’ he said. ‘For example, I witnessed them hunting at night.

‘The falcons were using the city lights to spot other birds and then swooping on them.

‘We are used to seeing nocturnal hunting behavior in owls, but not peregrines.

‘They were hunting different birds as well, not just pigeons. They preyed on a lot of migratory birds.’

He added that March was a good month for photographing the birds – saying: ‘We are coming up to the time when falcons lay their first eggs of the year.

‘Males are particularly territorial during this time, and attack other birds like seagulls which come anywhere near their nests.

‘A couple of years ago two falcons in Bristol only managed to lay one egg, and a seagull knocked it into the floating harbour. Some workmen managed to fish it out with an umbrella, and it was saved.’

Mr Hobson told the Mail, he had captured the falcons from vantage points on high buildings – while carefully observing their nesting habits to determine where they will appear.

‘I stood on top of a car park all day, waiting for something to happen,’ he said.

‘From the pictures you would think these are really active birds, but often I sit there watching them perched on a ledge, digesting their food all day.’

Abromson was feeding birds in the parking lot at noon Monday and threw bread on the ground to gather birds, a witness told police. After gathering birds around him, he grabbed one pigeon and ripped off a wing before it fell back to the ground. The bird tried to run away, but died behind a dumpster, according to the arrest report.

The witness confronted Abromson about torturing the bird and was told to “back off or I’ll slit your throat and drink your blood,” according to the arrest report.

Police found the man two days later, but he became violent when arrested and said he would come back and shoot people in the parking lot. The man told police he eats pigeons regularly, according to the arrest report.

“You set out propane cannons, they’ll habituate. You broadcast predator calls, they’ll learn to ignore them. They’ll even get used to packs of angry wiener dogs,” said Mark Hinders. “About the only things that work to exclude birds are nets, guns and poison. But those are expensive and/or bad manners.”

Hinders, professor of applied science, and John Swaddle, professor of biology, are the core members of the Sonic Nets collaboration at William & Mary. The idea is to produce an effective, non-lethal bird deterrent, a solution to an age-old problem that is affordable, polite and does not rely on a steady supply of irritable dachshunds.

Instead of scaring or even alarming the birds, Sonic Nets works on the annoyance principle. As they dine in a farmer’s field, birds keep up a constant chatter. A device called a parametric array projects a narrow beam of sound to disrupt the birds’ field chatter, which seems to be mainly about the quality of the hors d’oeuvres and the immediate predator situation.

Like a noisy cocktail party
“It’s like the cocktail party problem,” Hinders explained. “You’re in a room and a lot of people are talking and it can be difficult to follow an individual conversation. It doesn’t even have to be especially loud. It’s just that all those other people’s words fill in the empty spaces. And so you go to a quiet room so that you can hear.”

The Sonic Nets collaboration has attracted considerable interest over the years, beginning in 2012, when the Bill and Melinda Gates Foundation named the project a Grand Challenges Explorations winner. Additional support from the Andrew W. Mellon Foundation allowed birdsong expert Dana Moseley to join the collaboration in fall, 2014 as a Mellon postdoctoral fellow.

There also has been considerable movement toward eventual commercialization of Sonic Nets, as well. The collaborators have been discussing options with a group of M.B.A. students at William & Mary’s Raymond A. Mason School of Business under the leadership of Richard Ash, executive director of the Mason School’s Alan B. Miller Center for Entrepreneurship. A patent application for the parametric array system is under consideration, and Sonic Nets has entered into a partnership with Midstream Technology, a Williamsburg firm, to pursue commercial opportunities.

The technology was first tested with starlings in William & Mary’s aviary. Those encouraging results led to a summer of field tests at Fort Eustis. Swaddle explained that the Fort Eustis tests included an examination of a completely different use for the parametric array—minimizing bird-aircraft collisions by chasing birds away from runways. The airfield work is funded by the Virginia Center for Innovative Technology.

“We surveyed bird activity at three places at the airfield four times a week for eight weeks,” Swaddle said. “The first four weeks gave us a baseline of bird activity. During the second four weeks, we deployed our Sonic Net at one of the sites—and recorded an approximate 85 percent reduction in the presence of birds in that area.”

Testing in an open field
The instrumentation shack (left) holds the white rectangular parametric array aimed at the elevated food tray.
They also field-tested the devices in an open field, with the action recorded on video. The video footage from the open-field tests is still being processed, but Swaddle said the airfield data exceeded their expectations. The aviary tests showed that the Sonic Nets reduced the presence of starlings at food by 50 percent. He suggested that the higher success rate at the airfield is probably due to the difference between wariness of wild birds versus captive starlings.

“After our aviary testing, we thought that we would see a stronger effect in the field, but not as strong as we recorded,” Swaddle said. “We think the Sonic Net works because birds can’t hear alarm calls or predators. In the aviary, there isn’t much threat. In the wild, there are plenty of threats and so there is greater need for birds to hear these calls.”

Bird vocalization is much more rich and diverse than calls to alert the flock to the presence of predators or food. Moseley’s Ph.D. research centered on how males use songs to attract potential mates as well as ward off rivals. The breeding-related vocalizations are yet another aspect of the deep aural avian experience.

“It’s interesting to think about how the world of birds is such an acoustic world,” Moseley said. “It can be hard for us to see some little brown bird in a bush. And it’s hard for them to see each other too in a bush or in a forest, or even in a field. The way that they are able to interact with their environment is especially through sound.”

‘Soundscape’ theory
The wide-frequency capabilities of the apparatus open up the potential for “tuning” the Sonic Nets sound to target particular species. Nonlinear acoustics principles incorporated into design of the speakers also allow the operator to “focus” the sound right at the birds, and only the birds. She explained that there is some evidence that “soundscape” is a factor in habitat choice—that birds show a preference for a place where their songs and calls will best resonate. Moseley noted that the Sonic Nets apparatus could be used as research tool to test the soundscape-preference hypothesis, using its wide-frequency range to select sound that would alter the acoustic landscape of a test plot to observe if sound changes the bird’s perception of a habitat.

“If you do it just right you can get that narrow beam of sound to cancel itself out after it propagates a certain distance,” Hinders explained. “This control over where the sound goes allows us to cover a particular region with a blanket of sound. Inside that area the birds can’t communicate, so they leave. Outside that area, nothing—so we don’t generate any noise pollution.”

Graduate student Elizabeth Skinner sets up speakers at an airfield.
Elizabeth Skinner, a Ph.D. student in applied science, is working on simulations of how the sound beams interact with air. Her aim is to fine-tune the controls of the sound, setting the stage for Sonic Nets arrays tailored for specific situations.

“There are some applications where we’re going to want to cover a huge area, and there are others, like on the edge of a golf course, where you’re going to want to cut the sound off before you get to the course itself, so that you don’t bother the golfers,” she said. “My simulations allow us to see where the sounds are going to go before we build the speaker.”

Speakers, described as light sources
The team likes to compare different speaker designs to light sources. A regular speaker, Skinner explained, can be compared to a normal incandescent light bulb, illuminating a room, although diminishing with distance.

“Whereas, a parametric array would be like a flashlight. You can point it, direct it,” she said. “And then the limited parametric array that we’re working on is more like a light saber, where it will just cut off at a certain distance, but up to that distance, you’ll still have that defined beam.”

Sonic Nets is versatile in concept, but one size does not fit all applications. Scaling up—spreading out the sound—is easier than confining the sound to a defined space, Hinders said.

The team is working on variations in speaker design, sound and power source to engineer a Sonic Nets solution to any number of site-specific bird-pest problems. There is an almost limitless variety of bird issues, with consequences ranging from life-and-death to the most trivial of First-World Problems, Hinders said. Each problem poses a different set of engineering challenges.“If we need to cover a sunflower field in North Dakota, we would simply repurpose a stripped-down version of an emergency-alert kind of siren or maybe the PA system for a stadium,” he said. Other agricultural applications might be as small as a portion of an acre or a couple rows of fruit trees, Swaddle added.

“There are particular birds in sub-Saharan Africa that come and eat your rice and make your kids starve, so you want to encourage them to go somewhere else. The new football stadium in Minneapolis happens to be right in the major flyway for lots and lots of birds and apparently they are building this with lots of glass and they have to do something to head off a plague of bird deaths. A technology like this might be just what the NFL needs to avoid yet another run of bad press,” he said. “It could be pigeons pooping on the cars in your parking lot. It could be gulls pooping on your yacht. ”

Next: More testing, more speaker design, more research
Next steps for the project include more extensive field testing, speaker design, various technology-transfer options and getting a better understanding of aspects of both the avian and the human condition. The collaborators stress that they want to be careful to work with people who would use Sonic Nets applications, to understand the bird and the problem it’s causing.

Hinders said the group hopes to introduce use of the technology in resource-poor areas such as sub-Saharan Africa. He has begun leveraging existing contacts, starting with consultations with a young Tanzanian who is about to get a degree in wildlife management, thanks to the support from St. Stephen’s Lutheran Church in Williamsburg.

“The world is in fact that small,” Hinders said. “As we develop this technology, partnering with a small company who intends to make money, we also have in mind the social entrepreneurship angle where we’re solving the actual problem in a place like Tanzania. The engineering challenge is to engineer enough cost and complexity out of it that can actually solve the problem.”

Frustrated residents in Alva, Clackmannanshire, have hit out at council officials for failing to take action to remove the birds after they claim they have been hit be a ‘plague of pigeons’.

It is thought the birds are looking for a place to roost after the demolition of a former pub, the Alva Glen Hotel, which had lain empty for years and where they had taken residency.

But it was recently knocked down after it was discovered that drug barons had been using it as a cannabis farm in 2009.

Residents have complained that persistent problems include pigeons taking to balconies and that roofs of buildings are being covered in feathers and droppings.

Frank Cairns, 45, a local publican who lives and works in Main Street where most of the birds have settled, said: ‘It’s an absolute nightmare. It’s like we’ve gone back to the Middle Ages with street hygiene.

‘It will harm trade, no doubt about that. It gives us a harder job to keep the place clean.’

His sister Katrina Cairns added: ‘We have had to clean the gutters three times to clean out the pigeon mess. It is all getting dragged in here.

‘School kids are walking along the street, walking it into shops, the school, their houses.

‘I know the council said they are sending a cleaner along the street, but the mess is still there. The disease it brings – they are not exactly clean animals.

‘It’s not great, you have to try to avoid it in the street.’

Graham Johnston owns a watch shop and has many of the pigeons roosting on his roof: ‘It is annoying. Someone must be feeding them or they’d be away by now.

‘There is droppings all along the pavement. It’s horrible. The mess gets brought into the shop from the pavement outside. There is nothing being done about it.’

James McDonald, 64, who lives opposite where the hotel used to be, added: ‘It’s not very nice, the mess in the street is horrible.’

George Horsburgh, former secretary of Alva Community Council, who is also part of the Alva Community Action Group, said: ‘This has infuriated many residents of Alva who are worst affected, in particular residents of the flattened dwellings in The Wynd.

‘The residents there have to put up with many of the pigeons roosting on their balconies overnight and part of the day, making them unusable to the residents, some of them have resorted to fitting strawberry netting across the front of their balconies to prevent the pigeons from gaining access.

‘One older lady constantly complains that they roost on her window ledges and wonders why no action has been taken.’

The derelict former hotel was bought and flattened by construction firm Murdoch Smith last year after it was branded an eyesore, due to its state of disrepair and problems surrounding the maintenance of the building date as far back as 2006.

Local MP Gordon Banks agrees the pigeon issue is causing distress for many people, and believes the situation has been a long time coming.

He said: ‘There can be no doubt that there are hundreds of pigeons displaced from the old Alva Glen Hotel and such populations are an obvious result of buildings lying empty and falling into disrepair, so the problem has been a long time in the making.

‘Now that their roost has been destroyed these birds are in the open and can often be seen swarming in their hundreds in the area.

‘The council’s hope that they will naturally disperse does not seem to have much support and I hope there is some way that the council will rethink their position and investigate methods for dispersal.

‘This is a problem where buildings are allowed to fall into disrepair and impacts other areas of the county as well, so I look forward to the council being more proactive on empty buildings in the future.’

Another resident said: ‘As soon as they took the roof of the Alva Glen Hotel, the town was hit by a plague of pigeons flying around wondering where their home had gone. They had all been roosting in the attic.’

Clackmannanshire Council said it had been concerned about the potential for problems from pests from the site and, in advance of the demolition, had investigated options for culling the birds.

A spokeswoman for the council said: ‘Due to animal welfare legislation we were unable to net the buildings as it would have trapped the birds inside and due to the poor state of the building we were unable to gain access to poison the birds.

‘It was expected that the pigeon population of Alva would decrease as the air temperature dropped and the pigeons are forced to find new sheltered spots for roosting at night.

‘The persistence of birds during daytime is indicative of food being put out for the birds during the day.

‘The council has investigated a number of reports and spoken to those responsible.

‘To reduce the impact off the pigeon droppings on the pavements of Alva, the council has organised extra street cleansing and also arranged for high powered jet washing of the worst affected areas.

‘Council officers will continue to monitor the situation, and consider further action should the issue persist.’

As per reports, the birds have been seen dropping dead from trees along the roads shedding saliva from their mouths.

Plenty of carcasses were seen in Brahmagiri market, Brahmagiri-Kusubenti and Delang-Brahmagiri roads. While the cause of death of pigeons have not been ascertained, possible spread of avian influenza has worried the locals.

Meanwhile, two persons have been admitted to Capital Hospital in Odisha capital for avian flu infection.

In the second week of December last year, a bird flu alert was sounded by the local administration in Chilika lake after hundreds of migratory birds were found dead in the area.

The local administration had put up posters around Chilika urging people not to catch, prey or eat bird meat or step over their excreta.  The posters had also advised the locals not to let their domestic animals go anywhere near the dead birds or touch it themselves warning them that they could risk getting infected if they did so.

It may be noted that, many migratory bird had died in 2012 in similar fashion. H5N1 avian influenza was detected after swabs and blood sample collected from dead birds from seven different areas of Nalabana were studied by experts from Institute of Natural Historical Science, Mumbai and Bird Research Centre in Bhopal.

As Brahmagiri is not far from Chilika, the largest brackish water lake in India, the people in the region have reasons to worry about.

The Sentinel reported earlier this week that Kidsgrove residents’ lives are being made a misery by gunmen shooting the birds near their homes.

But the British Association for Shooting and Conservation believes it must be done to safeguard crops.

Spokesman Simon Clarke said: “Pigeons are the UK’s number one agricultural pest and the damage they can do to is immense. Shooting them is the only effective way of protecting crops and will increase as harvest approaches. “However, if residents find such pest control a nuisance, they should talk to local farmers.

Now councillors and residents in Maindee, Newport, are calling on Network Rail to install netting to stop the birds nesting.

Many worshippers at the Shahporan Bangladeshi Jam’e Mosque just off Chepstow Road have to walk underneath the bridge to get to prayers.

In Islam, there is a requirement that people are clean before they come into the mosque or begin to pray. But some feel the dirty bridge makes this difficult, while others say the pigeon prevalence is dangerous, as people have slipped over on the droppings.

Abbas Meah, 75, who has lived in Maindee since 1962, said the pigeons were causing problems for people going to mosque.

“People must walk through pigeon mess on both sides of the bridge,” he said. “I have spoken to our local MP. If they just put a net up that would help; that’s all we’re asking for. People can’t pray like this.”

Fellow councillor Christine Jenkins said: “They clean it but as soon as they do, the mess is there again. It’s time Network Rail took responsibility for their bridge. It’s dangerous – someone is going to slip on it.”

A Network Rail spokesperson said: “Network Rail has a responsibility to taxpayers to ensure that it spends its limited public funds wisely.“When looking at the problem and nuisance we know pigeons cause, we look at the scale of the problem and undertake a risk assessment to make an informed judgement. We cannot justify the expense of netting as we don’t believe there is a statutory nuisance.”

The four-man crew, led by Crew Commander Steve Arnold, closed the High Street temporarily in order to get a ladder up to the roof of Boots opticians, where the bird had got stuck in netting placed there to prevent pigeons getting into the roof spaces, last Wednesday afternoon (June 25).

The fire service was called in by the RSPCA.

A Surrey Fire and Rescue Service spokesman said: “Animal welfares is just one of the many roles that the Surrey Fire and Rescue Service responds to, though full risk assessments are made and our role is to assist and support the RSPCA in such events.”

He said along with Crew Commander Arnold, the efforts of firefighters Horsfall, Smith and Sharpe were all cheered.

“The pigeon was seen by many onlookers, who cheered in appreciation as it flew away, relatively unharmed,” he said.

The rescue was one of the last call-outs for Crew Commander Arnold, who was taking early retirement last week after a 25-year career in the fire service.

1 | X-Games
As with waterfowl, being where the birds want to be is vital. “You can run traffic with pigeons and have some success,” Hunt says, “but being on the X makes most hunts a home run.” Scouting is the key here. Simply glass from a distance to see where the birds spend most of their time in a feed field.

2 | Basic Spread
Rock doves will work a decoy set into the wind, so place yourself upwind of it. Hunt keeps six or eight dozen full-bodies balled up tight, like feeding birds, with a hole about 15 yards in front of the blind. Decoy color variations within the spread, as well as mixing in shells and silhouettes, increase realism.

3 | Bodies in Motion
“Pigeons constantly jump and fly ahead of the flock,” says Hunt. “They’re always in motion. The males are trying to breed all year, so they’re strutting and spinning in circles.” Along with his full-bodies, Hunt uses two or three spinning-wing Mojo Pigeon decoys, each placed where he wants flocks to finish. Installing timers in them enhances the appearance of birds leapfrogging within the flock.

4 | Bring the Noise
Hunt plays preloaded pigeon sounds from Mojo’s Double Trouble E-Caller. “Pigeons on the ground are loud,” says Hunt. “We’ve used both the -E-Caller and mouth calling, and it definitely makes a difference.” If you’d rather mouth call, a deep-throated coo works best.

Residents’ associations have had complaints from people about the problem, which means the pavement in the town centre is often covered in slimy pigeon droppings.

The bridge, over Brighton Road and next to the town’s station, has been plagued by the pests nesting and perching despite having anti-bird mesh fitted.

Charlie King, chairman of East Coulsdon Residents’ Association said the street used to be steam-cleaned regularly, but that was no longer the case.

“It’s getting worse and worse. It’s a health risk, it’s dirty and filthy and not good for kids.

“The bridge needs improved pigeon proofing. They’ve got some iron mesh but the pigeons can get through.”

Peter Appleford, from Coulsdon West Residents’ Association agreed.

“They make a hell of a mess on the pavement, especially when it rains, it’s really horrible. There’s slime right all over the pavement, it’s really slippery and if anyone was to fall on that and get it in their face or in a cut it would be quite nasty.

“The council used to clean it regularly but with cost cutting, they only seem to do that when it was reported. I must say that when we do report it they clean it very well, but when they do that the pigeons seem to react and make even more of a mess than they did before.

“The only long-term solution is to make it pigeon proof again.”

Mr Appleford added he had been in contact with Network Rail, the owner of the bridge, about the issue last Monday, August 11. It said it would look into it.

Pennsylvania legislators have proposed a bill that would institute a statewide ban on live pigeon shoots. In addition the bill would outlaw the slaughter or sale of cats and dogs for human consumption. Officials with the American Society for the Prevention of Cruelty to Animals state that while this is a relatively rare occurrence, shockingly it remains legal in the state of Pennsylvania.

Companion animals belong in loving homes, not forced into the heartless meat trade to spend their short lives full of fear and cruelly confined until their brutal slaughter. Urge government officials to show compassion to pigeons and companion animals alike and vote in favor of this humane legislation.

PETITION LETTER:

Dear Representative Smith,

As an animal welfare advocate I find it shocking that two horrific practices of animal abuse are currently legal in the state of Pennsylvania: live pigeon shoots and the slaughter and sale of cats and dogs for human consumption.

Thankfully legislators have proposed House Bill 1750 (H.B. 1750), which would ban both of these cruel practices in your state. Pigeons are fully capable of feeling distress, fear and pain and do not deserve the cruel fate of being used in live pigeon shoots. These barbaric events involve forcing pigeons into spring-loaded boxes and launching them into the air only to be shot down moments later. Live pigeon shoots are disturbingly a part of everyday target practice and shooting competitions throughout your state, despite readily available and humane alternatives such as clay discs.

While slaughtering and selling dogs and cats for human consumption is far less common, surprisingly, it is legal in Pennsylvania. These animals have been our companions for hundreds of years and rely on humans to protect them from unimaginable cruelty like this.

The RSPCA says discarded fishing nets, unkempt bird-deterrent nets and goal nets could injure birds and other wildlife during the summer months.

RSPCA wildlife scientific officer Llewelyn Lowen said: “Netting that is not maintained, repaired and tended to regularly enough poses a serious threat to wildlife.

“The same also stands for sports nets that are not tidied away when they are not in use. Netting is of a nature that when it is blown away it can quickly entangle animals, particularly wildlife, causing them distress and injury.”

The RSPCA receives around 2,000 reports of birds and other wildlife being trapped by netting each year.

Llewelyn said: “Netting such as goal nets pose a real hazard to our wildlife and sadly we get too many calls to injured wild animals that are trapped in them.

“There is a really simple way to prevent this from happening and that is for nets to be removed after use and safely stored away.

“We would ask people who use deterrent netting on buildings to ensure that it is maintained and that netting in goals or elsewhere is rolled away properly when not in use.

“Members of the public can also help by safely disposing of litter such as netting that they find littering both rural and urban areas.

“Garden netting or chicken wire should never be used as building deterrent netting and owners could consider enclosures using weld-mesh around pens and enclosures as this is harder for foxes to get into and is less likely to entangle them or other wild animals such as hedgehogs.”

In the dinosaur kingdom, the raptor reigns as a pop-culture bogeyman. While not as big as the T. Rex, the feathered creature had a mean set of teeth and claws. But there was at least one refuge from its tyranny: the air.

Now, however, scientists have discovered a new fossil that lays waste to that pleasant fiction. This new raptorial dinosaur named Changyuraptor yangi not only flew — it had four wings. And those wings were studded with the longest feathers any dinosaur has ever worn, said lead researcher Luis Chiappe of the Natural History Museum of Los Angeles.

“I’ve never seen anything like it,” he told The Washington Post. “It is a stunning specimen and it was stunning to see the size of the feathers. This is the dinosaur with the longest known feathers — by far. There is nothing like this by a very good distance. The feathers were one-fourth the size of the animal.” Chiappe paused for a moment. “It’s just wonderful,” he said.

In the pantheon of hulking dinos, this one wasn’t on the larger side. Published in the scientific journal Nature Communications on Tuesday, the article by Chiappe and colleagues reported it was only about four feet long and weighed about nine pounds — approximately three times the weight of your everyday seagull. But what it lacked in size, it made up for in importance, researchers said.

Classed as a “microraptorine,” its fossils “are essential for testing hypotheses explaining the origin and early evolution of avian flight,” the paper stated. “The lengthy feathered tail of the new fossil provides insight into the flight performance of microraptorines and how they may have maintained aerial competency at larger body sizes.”

Be nice if the WaPo would’ve told us this is from the Early Cretaceous (100-146M years ago).  But anyway, that’s cool.

After a day of circling the skies, scanning the ground for the dead and dying, they make their way back home — an inhospitable home, to be sure, but home.

During the past couple years, it has been turned into a fake bird cemetery; it has reverberated with loud, scary noises; it has sent electric jolts through their bodies; and most recently, it has flashed blinding light into their eyes.

But still, black vultures settle down each evening on the Lake Alfred water tower.

Leavengood’s comment sparked laughter from the commissioners and audience, but the city has had about $24,000 worth of work done to try to persuade the vultures to settle somewhere else.

The city has tried using a buzzer to frighten them — which worked until they got used to the noise. Fake dead vultures didn’t work, either. Those attempted solutions cost about $2,000.

Commissioners accepted a $20,332 bid in November for Terminix to install bird spikes and low-voltage electric tracks on the tower. The tracks were supposed to give the birds an uncomfortable, but harmless, shock. The spikes were supposed to make the surface uncomfortable to perch on.

Public Works Director John Deaton said the electric track works but doesn’t cover the whole tower, leaving plenty of space to sit comfortably. The spikes don’t seem to do anything, he said.

Leavengood said Monday the city will pay only part of that cost because it failed to deter the birds.

“Ultimately, we paid for a solution, and we didn’t get a solution,” he said.

In an attempt to hold on to hope, the city bought two Eagle Eyes for about $1,600 in May.

Eagle Eyes are bird deterrents that reflect sunlight or artificial light, limiting birds’ vision and causing them to steer away and find somewhere else to land.

It doesn’t seem to work for vultures, though.

“It looks pretty flashing around out there,” said Public Works Director John Deaton. “But the vultures are not annoyed by it at all.”

Leavengood said the city has another last-ditch effort idea: putting up cables and wires to impede their ability to land.

“That’s about the last thing we can think of,” he said. “We were hesitant because we didn’t want them to get caught up” in the wires.

City staff members have said they want the scavengers to find a new place to perch because they are worried about damage to the tower. Vultures’ urine and regurgitated fluids are highly corrosive.

So far, the only damage has been to the paint. The vultures have no access to the water, so the water quality isn’t in danger.

But cleaning and painting the tower is costly. Staff and residents don’t find the sight of the birds particularly appealing, either.

Vultures are a protected species, and the city cannot do anything to remove the birds that would harm them.

“You know what it is?” Deaton said, with a laugh. “Lake Alfred is a great place to live, and the birds have figured it out, and they don’t want to move.”

Municipal Corporation got post mortem done from Government Veterinary Dispensary, Haibowal. The report was out on Saturday which said that ‘even healthy birds have died showing symptoms of electrocution.’

Talking to Newsline, A S Sekhon, health wing incharge of MC, said, “Postmortem has confirmed that reason behind death was electrocution. “It has been found through the colour of the birds after death and absence of injuries.

“The report adds that entire internal functioning stopped suddenly which is not at all a possibility unless something happens like electrocution. Also majority of birds that died were healthy.” He added that MC was able to recover around 25 dead birds and post mortem was performed on three of them.

Also since, there was no wire or pole near the spot, thunderstorm is being suspected as reason of electrocution. On Thursday night, the city witnessed hailstorm and thunderstorm.

Morning walkers at Nehru Rose Garden were in for a horrendous surprise on Friday morning when carcass of numerous pigeons were scattered all around the place.

City’s rose garden presents an utter dismal picture as it once had a full fledged zoo which stored monkeys, deer, ducks and rabbits for children to visit. Now it houses nothing except pigeons after similar incident happened on 2012 when rabbits were found dead on April 28 and reportedly the cage was left open due an employee’s negligence.

But park rangers didn’t see it that way. Two years ago they told the 81-year-old Squirrel Hill resident to stop because she was attracting geese and creating a nuisance.”They said it was up to them, not me,” she said. “I would not defy.”Mrs. Schultz followed orders because she feared going to jail. She needn’t have worried. Rarely are ordinances governing city, county and state parks enforced for minor infractions. And when they are, law-breakers get little more than a slap on the wrist. As temperatures rise and people flock to the region’s public spaces, violations of various rules seem rampant, according to an informal survey conducted in recent days by Pittsburgh Post-Gazette reporters.A host of illicit behaviors — walking dogs off a leash, splashing about in fountains and feeding birds — was visible from Mellon Square to Frick Park, Schenley Plaza to Point State Park.To be sure, certain misbehavior — such as public nudity or intoxication — is bound to spur unwanted attention or even a police response. But it’s the lesser violations, which also tend to be habitual, that underscore the toothless nature of regulations.”I’ve never seen anyone get in trouble for anything in a Pittsburgh park,” said Jason Lockard, 34.Court records attest to this. A review of Pittsburgh Municipal Court records shows just six violations this year under use regulations for parks and public spaces. Five were for being in parks after hours, and one was for driving off paved roads. None carried a fine. Last year there were 22 violations. The same low rate of enforcement holds true for the county’s public transit system, which asks patrons to obey rider etiquette in various ways. Citations are rare, Port Authority spokesman Jim Ritchie said, because the first response is simply to ask people eating, drinking or smoking on the bus or light rail to stop.Officials at all government levels say they prefer to educate rather than incarcerate. The clash between enforcing public ordinances and ignoring them has come into focus in Mellon Square, a Downtown plaza that reopened last month after a six-year, $10 million renovation.A prominent sign posted by the Pittsburgh Parks Conservancy near the center of the square bans, first and foremost, feeding pigeons and other birds. It also prohibits all forms of littering, swimming and bathing in the fountain and camping and building fires. By and large, these laws are uniform across the city, county and state. But Pittsburgh Councilwoman Darlene Harris, an avowed bird-feeding advocate, complains that ordinances are being unequally enforced. In her opinion, if the city wants to ban littering, then all forms of it — like throwing cigarette butts and french fries on the ground — must be punished. She said people like Mrs. Schultz who feed birds are being unfairly targeted.”Those parks are for everyone,” she said. “You can’t say, ‘you can’t feed the birds, but you can have lunch here.'”Mrs. Harris took issue with the parks conservancy setting rules for the use of public space.”When they start telling our residents what they can and cannot do in parks, then they are taking the roles of elected officials,” she said.Chris Fletcher, the conservancy’s content officer, defended his group’s role.”We were invited to be a part of this project, and we are required to follow all ordinances of the city,” Mr. Fletcher said. “The code expressly says that you can’t leave any organic or inorganic materials on the ground.”Even with the rule on the books, chances are slim that anyone would get in trouble for feedings birds in the plaza.Myron Hyman, a Mellon Square guard from the AM-GARD security firm contracted by the city, said he is supposed to allow people to feed pigeons out of their hands. More flagrant feeders who throw food on the ground are not cited, Mr. Myron, 29, said, but he gives them a stern lecture. In Pittsburgh there is no rule against feeding birds, but officials interpret the ban on littering to prohibit such activity. In the past two years, just one person has been charged under the city’s sanitation ordinance. The charge carried no monetary penalty and was dismissed.Meanwhile, county officials cannot write citations for feeding wildlife because it is not formalized in county ordinances, according to county spokeswoman Amie Downs. At all levels, the goal is education, officials said.”We want to bring the public up to speed — to teach them about the hazards and the dangers of feeding wildlife,” said John Hallas, assistant director of the state Department of Conservation and Natural Resources’ Bureau of State Parks.Citations are issued only in cases of “flagrant or habitual violations,” and they carry little penalty beyond a nominal fine, Mr. Hallas said. The same apparently applies to dog walkers, who flout the rules just as much as bird feeders, if not more so.On a recent sunny weekday in Frick Park, dogs roamed untethered. Tricia Wood of Edgewood said she is careful to put her Australian Shepherd on a leash when she sees a white truck approaching — what she says is the well-known signal to dog walkers that Pittsburgh’s Bureau of Animal Care & Control is near. Otherwise, she said, the “off-leash area” carries little practical meaning.Rich Wagner, 57, said he walks through Frick Park’s four miles of trails every day, and frequently sees people walking their dogs without leashes despite it being a violation of city ordinances. He added that most rules have little hold over people’s behavior because there are few signs posted in the park.John Levine, a professor of social psychology at the University of Pittsburgh, said the prominence of signs articulating a given rule is a deciding factor in whether it is followed. When a rule is unclear or does not exist, it is social consensus that determines the norms people follow, Mr. Levine said.An Animal Control employee who would not give his name said he “could” cite people caught with roaming dogs, but rarely does. He referred further comment to Sonya Toler, spokeswoman for the Pittsburgh Department of Public Safety.Ms. Toler said that when someone breaks a law that is not a criminal offense, the police prefer to instruct rather than arrest.Mr. Levine said authorities use a cost-benefit analysis when deciding how to punish misbehavior. For park-related infractions, he said, the sliding scale may lead to a more lax response. On the same day that owners unleashed their dogs in Frick Park, Kinjal Patel, a 20-year-old University of Pittsburgh student, dipped her feet in an Oakland fountain near Schenley Plaza, which is owned by the city. She said she knew it was against the rules, recalling how a Pitt police officer once told her to stop playing in the water. But he didn’t write her up, so, she figured, what’s the risk?Meghan Dale, a Pitt graduate student, said the enforcement of rules is similarly loose for the possession of alcohol on the plaza, where students congregate at outdoor concerts and other events.”As long as you’re not chugging,” Ms. Dale said, “it’s pretty hard to get in trouble.”

Peregrine Falcons are a protected species and the deliberate killing of them is a criminal offence.

The Department said that a “significant threat” to the birds has arisen, as on Wednesday evening a walker noticed two tethered pigeons flapping near the Perigrine Falcons’ nest.

The pigeons’ wings had been clipped to stop them flying, and the birds had been attached to ground stakes. They also had a “wet substance” on their neck.

The pigeons were brought to the State laboratories for testing.

It is believed that they were laced with a poison in a deliberate attempt to kill the breeding Falcons. Peregrines eat live prey and would have been attracted to the pigeons by their wing flapping as they attempted to escape their tethers.

The NPWS and the Parks Department for Killiney Hill, Dun Laoghaire Rathdown County Council are now calling on the public who use the park to remain vigilant and report any similar incidents.

Here’s how you can help:

• Look out for people acting suspiciously around the nest area
• Keep watch for tethered birds or birds fluttering a lot in the one area but not moving, which may mean that they are tied in some way.
• Report any dead birds seen
• Keep children and pets away from suspect birds

”It is not tolerable for these majestic and extraordinary birds of prey or any other wildlife to be persecuted or poisoned,” said Jimmy Deenihan, Minister for Arts, Heritage and the Gaeltacht.
